Police Log June 10: Fraud, DUIs

A 40-year-old man from Concord was the victim of fraud in May. State police said they were contacted on May 17 that an unidentified person claimed to be a member of Bank of America and got access to the victim’s bank account. The unknown suspect then gained access to the victim’s cellphone and made a purchase on the DoorDash account. Police are investigating.

Avondale Barracks

State police from Avondale are investigating a hit-and-run accident that happened on Unionville Road in East Marlborough Township on June 8. The offending vehicle was traveling north on Unionville when it traveled into the oncoming lane of traffic and sideswiped a southbound vehicle. The offending driver then fled the scene.

Police said Christian J. Kuhl, 42, of West Chester was cited for following too closely when he struck another car from behind at Lenape Road north of Locust Grove Road on June 5. According to the report, Kuhl was driving north when he struck the other vehicle that was stopped to allow wildlife to cross the road.

Barbara A. Jones, 71, of West Grove was cited following a two-car crash in East Marlborough Township, police said. The accident happened on Village Lane, just north of Baltimore Pike in East Marlborough Township on May 27. According to the report, Jones was entering the roadway onto Village Lane but failed to clear the intersection and failed to yield the right of way to oncoming traffic and struck another car. No injuries were reported.

Speed was the cause of a one-car crash on Route 1 in Pennsbury Township on May 24, a police report said. Police identified the driver as Sandel Rodriguez, 25, of Providence, RI. According to the report, Rodriguez was driving north on Baltimore Pike just west of Chandler Road when he lost control, and the car began to spin, struck a guardrail, and then crossed onto the southbound lane.

Kennett Square Police Department

Borough police are reminding people that as of June 6, full enforcement of Paul Miller’s Law is in effect. Under the law, drivers may not hold or use a handheld phone or other interactive mobile device while driving, including when stopped at a red light, stop sign, or in traffic. Hands-free technology, such as Bluetooth, voice commands, and mounted devices, remains permitted. Emergency calls to 911 are also allowed. This law was enacted to reduce distracted driving and honor the memory of Paul Miller Jr., who was killed by a distracted driver in 2010.

Police said Mauricio Landeros-Garcia, 20, of Avondale, was arrested and charged with driving under the influence of alcohol and related traffic offenses after the 2009 Honda he was operating was stopped for the aftermarket window tint applied to all side and rear windows of the vehicle. The incident occurred on May 31, at approximately 10:49 p.m., in the 500 block of W. State Street. Upon making contact with Landeros-Garcia, officers observed indicators suggesting intoxication, and field sobriety tests showed impairment. He was taken into custody for suspicion of DUI and submitted to a chemical test of his breath, resulting in a 0.122 percent blood alcohol level. He was processed and later released pending issuance of a summons.

According to a police report, Brad Dubicki, 48, of Lincoln University, was arrested for DUI on June 2. The report said a traffic stop was made on E. State Street and that officers saw signs of intoxication. Field sobriety tests showed impairment. He was taken into custody for suspicion of DUI and submitted to a chemical test of his breath, resulting in a blood alcohol level of 0.170 percent. He was processed and later released pending issuance of a summons.

On May 30, officers were dispatched to the 500 Block of Center Street for damage discovered to vehicle tires. Two of the vehicle’s tires appeared to be punctured. This incident is pending further investigation.

Borough police were dispatched to the area of E. South Street and S. Walnut Street for an alleged drug transaction that had just occurred. The situation remains under investigation. The incident happened on May 20.

Police are now reporting that a 56-year-old man was arrested for criminal trespass in Concord Township on March 24. The man was identified as Arnold Downes, from Wilmington. The report said he was seen entering, then leaving the residence on Baltimore Pike

State police are investigating a reported case of retail theft from the Wawa on Naaman’s Creek Road in Concord Township on April 3. Three men reportedly stole a $30 box of wine.

Shane Pierce, 19, from Chadds Ford, was arrested and charged with underage drinking on May 15, police said. The incident happened at Garnet Valley High. School.

Kennett Square Police Department

On April 14, at approximately 1:48 p.m., police responded to a report of an unaccompanied juvenile female walking on the sidewalk in the area of E. Cypress Street and S. Walnut Street. Upon arrival, officers located the juvenile, who was determined to be 3 years old. The investigation revealed that the juvenile was left unattended inside the residence while the babysitter was doing laundry, and that she had wandered out the door, putting her safety at risk. As a result of the investigation, Idalia Ramos-Perez, a 25-year-old female, was taken into custody and charged with endangering the welfare of children

Jhorman Ortega-Tarazona, 26, of Avondale, was arrested on multiple charges following a traffic stop in the 200 block of N. Garfield Street for a vehicle displaying no emissions or inspection stickers, police said. The report also said Ortega-Tarazona gave police a false identification. Officers also found drug paraphernalia in the car and a wallet containing several IDs.

Police said Kevin M. Basmadjian, 21, of Barnegat, N.J., was cited following a two-car, rear-ender crash at Route 1 and State Farm Drive in Concord Township. The accident happened on March 5, just after 9 p.m. According to the report, Basmadjian was driving south on Route 1 in the right lane, behind the other car. That other car came to a controlled stop at the red light, but Basmadjian was distracted while using a hand-held mobile device and was driving too closely and struck the other car from behind. No injuries were reported.

Ellis J. Badillo, 55, of Mt. Laurel, N.J., was cited for failing to stop at a stop sign and striking another car, police said. The accident happened on Route 1 near Evergreen Drive in Concord Township on Feb. 21 at 2:38 p.m. According to the report, Badillo was driving too fast for conditions and failed to stop at a red light, and struck the other car in its 12 o’clock position. No injuries were reported.

Driving at an unsafe speed was the reported cause of a one-vehicle accident in the Wegmans parking lot on Jan. 18. Police identified the driver as Kori S. Gilliam, 50, of Lansdowne. According to the report, Gilliam. Was travelling east, passing the front of the building when it went off the road and into a concrete post.

Avondale Barracks

Police cited an unidentified driver following a two-car crash on Bayard Road in east Marlborough Township on March 30. The report said the unidentified driver was making a left turn from the CVS pharmacy onto Bayard but failed to check for oncoming traffic and was struck by another vehicle heading north on Bayard. No injuries were reported.

Kennett Square Police Department

Police said Veronica Veliz, 30, of Kennett Square, was arrested and charged with DUI and related traffic offenses after officers conducted a traffic stop due to her vehicle being disabled in the lane of travel, blocking traffic. The incident occurred on March 25 at 9:01 p.m., in the 100 block of W. State Street in Kennett Square. Upon making contact with Veliz, police said they observed indicators suggesting intoxication, and field sobriety tests showed impairment. She was taken into custody for suspicion of DUI and submitted to a chemical test of her breath, resulting in a BAC of 0.111 percent. She was processed and later released pending issuance of a summons.

Kevin Flores, 20, of Avondale, was arrested and charged with DUI, possession of marijuana, and related traffic offenses after the 2016 Chevrolet he was operating was stopped for an expired registration, according to police. The incident occurred on Feb. 6, at 9:16 p.m., in the 100 block of Meredith Street in the borough. Officers observed indicators suggesting intoxication, and field sobriety tests showed impairment. The report further said officers also detected a strong odor of burnt marijuana emanating from inside the vehicle during the traffic stop, and Flores admitted to smoking marijuana before operating the vehicle. He was taken into custody for suspicion of DUI and submitted to a chemical test of his blood. On March 26, 2026, the blood results were received with positive findings of THC in Flores’ blood at the time of the traffic stop.

At 11:30 A.M. on April 1, officers conducted a traffic stop in the 400 block of N. Union Street on a vehicle with a heavily tinted front windshield. Upon further investigation during the traffic stop, the operator was taken into custody for carrying a firearm without a license.

On April 4, at 6:47 p.m., borough police conducted a traffic stop at the intersection of James Walker Way and S. Union Street on a vehicle that repeatedly failed to maintain its lane of travel. Upon further investigation, the operator was taken into custody for suspicion of DUI.

Borough police conducted a traffic stop at 1:31 a.m. on April 4 on a vehicle traveling at a high rate of speed and failing to maintain its lane of travel. Upon further investigation, the operator of the vehicle was taken into custody for suspicion of DUI.
