John Edwin Allaben of Kennett Square

John “Jack” Allaben, 92, died on April 20, 2026, at his home in Kennett Square.

Jack was born on July 14, 1933, to Frank Winthrop and Lois Newlan Allaben in Jacksonville, Fla. He graduated with honors from the University of Florida in 1955 and was a member of the Kappa Sigma fraternity. Upon graduating, Jack entered the U.S. Army as a second lieutenant through the ROTC program. At Fort Bliss, Calif, he completed Guided Missile School. This was the beginning of a career in electronics. Upon leaving the Army, Jack joined General Electric, working in Germany for two years and becoming fluent in German.

Upon returning to the U.S., Jack settled in Daytona Beach, Fla, continuing to work for GE on the Apollo Lunar Project. At GE, he met his future wife, Mary Louise Garbarino, and they married in 1967. They owned a successful business, The Audiophile, specializing in stereo components. Lastly, Jack worked for Lanier Corporation.

After his wife’s death in 2023, Jack moved to Kennett Square to be closer to family. Over the years, he became the historian of his family, collecting genealogical data from relatives throughout the country. He also nurtured a love of gardening, creating beautiful, tranquil spaces.

Jack was predeceased by his parents; two brothers, Frank and Robert Allaben; and his wife, Mary Louise. He leaves several nieces and nephews, including John Garbarino, Maura Garbarino, Rose Anne Garbarino Cuozzo, and Derk Allaben.

In lieu of flowers, the family requests that memorial contributions be made in Jack’s memory to a charity of your choice.

Florencio Escobar Olivarez of Toughkenamon

Florencio Escobar Olivarez, age 68, of Toughkenamon, died Saturday, May 2, at Christiana Hospital in Newark. He was the husband of Margarita Pedroza Mondragon, with whom he shared 49 years of marriage. Born in Cuahutenco, Almoloya de Alquisiras, Mexico, he was the son of the late Anacleto Escobar Hernandez and the late Maria Guadalupe Olivarez Velazquez.

Florencio worked for approximately 10 years at Basciani Foods in Avondale. He was a very hard worker, and he enjoyed his job.

In his spare time, he enjoyed talking to his grandchildren on FaceTime. He liked to draw, especially images of Our Lady of Guadalupe.

Florencio will be missed for his kind heart and solidarity. Florencio always supported those in need.

He will be remembered for his strong character and perseverance. He met all the goals that he set for himself.

In addition to his wife, he is survived by his children, Florencio Escobar Pedroza, Margarita Escobar Pedroza, Ericka Escobar Pedroza, Angel Escobar Pedroza, and Yesika Escobar Pedroza; his grandchildren, Samuel, Daniel, and Yuritzy; and his siblings, Moises, Santiago, Trinidad, and Lucia. He was predeceased by his two sons, Daniel Escobar Pedroza and Jesus Escobar Pedroza.

You are invited to visit with Florencio Escobar’s family and friends from 11 a.m. to noon on Friday, May 8, at St. Rocco’s Catholic Church, 333 Sunnydell Road, Avondale, PA 19311. His funeral mass will follow at 12:00 PM. Interment will be held in Mexico.

Proposed tax increase for UCF

Budget time in U-CF

The Unionville-Chadds Ford School Board held its annual budget meeting earlier this week and, once again, taxes will rise if the budget goes through as is. This is the proposed final budget that school board directors will vote on next week and, if approved, will vote on again in June, though some of the numbers may change before then.

Superintendent of Schools Tim Hoffman opened the session, saying the proposed budget is balanced, “that also accomplishes a number of important objectives.”

Those objectives include an additional $500,000 toward the debt service in the operating budget.

“This gives us the flexibility to continue to invest in our facilities,” he said.

In addition, “This budget sets us up well for future budgets, as it brings us up to a manageable and more realistic level with our actual expenditures. We’re hoping to reduce another trend from over the last five years, which has been ending the years with a deficit.”

The main presentation came from Director of Finance Joe Deady.

Deady repeated Hoffman’s comment about the budget being balanced, saying expenditures and revenues each total $111,265,549, but with a tax increase. Taxes for the next school year, as things stand now, are 34.95 mils for Chester County property owners and 20.21 mils for Chadds Ford Township property owners. The different milage rates between the two counties are based on how the counties assess property. [A mil is a tax of $1 for every $1,000 of assessed property value.]

The expenditure figure is $2,847,819 more than the current school year, with the biggest increase coming from salaries and benefits, mostly medical benefits, PSERS, and payroll taxes, according to Deady.

“The biggest driver is the medical benefits,” he said. “Eighty percent of the increase is medical.”

The district anticipates $49.631 million for salaries and $31.985 million in benefits.

Those increases reflect a 3.07 percent increase in Chester County and a 4.99 percent increase in Delaware County, with a weighted average of 3.47 percent, which is just slightly less than the Act1 Index of 3.50 percent. If the increases were more than the index, the district would need to go to a referendum.

Deady added that the numbers could change by the final vote in June.

On the revenue side, Deady said, $89.8 million comes from local sources, while the state kicks in $20.822 million, and the federal government adds another $635,437. Of the $89.8 million that is from local sources, $84.118 million comes from real estate taxes, while $5.688 million comes from other sources. So, of that total revenue, 81 percent comes from local sources.

Directors will vote on the proposed final budget next week, on May 11, and vote for the final budget at the June 15 meeting.

Quick business in Concord

It was a relatively smooth night for the Concord Township Council on Tuesday. After awarding the 2026 scholarships (see photo above), the council gave itself and the township a pat on the back for receiving a Delaware County preservation award for its restoration of the Bush Hill Farm Barn, one of the last remaining agricultural structures associated with the historic Joseph Palmerb Homestead. It is now home to Concord Township’s goats, known as “Pepper’s Promise.”

Later in the meeting, council passed a resolution regarding maintenance for the as yet to be constructed Smithbridge Road Roundabout. Cline said the resolution simply clarifies responsibilities for various aspects of the project.

“It’s a matter of who will take care of what,” he said.

PennDOT will take care of the road, and the township will take care of the landscaping, but “trail maintenance may be somewhat up in the air with the school, district.”

The roundabout will be on Smithbridge Road between Temple and Kirk roads.

According to Township Manager Amanda Serock, PennDOT will award the bid for the project in early fall, and the work will take about two years since it needs to be phased because of the school district.

Other business
Engineer Nate Cline announced that the township has applied for grant money for PennDOT to improve the intersection of Route 1 and Evergreen Drive. The money will go toward installing a second left-turn lane from Route 1 onto Evergreen.
Council Vice President John Gillespie announced that the 2026 Road Program bid was awarded to AF Damon, Inc. The bis was $361,117.
Lou Girolami was appointed deputy tax collector.

Police Log May 6: Disorderly conduct, child abuse

State police said they arrested a 25-year-old woman from Middletown, Del. On disorderly conduct charges. The incident happened on March 14, on Lacrue Avenue in Concord Township, and police are just releasing the limited information now. Police said it was reported that a black female with braids was causing a disturbance. Upon arrival, the woman resisted detainment and was taken into custody.

Borough police said Paul Macatee IV, 22, of Northeast, Md., was arraigned on April 29, for charges including aggravated assault, endangering the welfare of children, simple assault, aggravated assault victim less than 13 and defendant 18 or older, and aggravated assault victim less than 6 and defendant 18 or older. According to the report, on Feb. 10, the Kennett Square Police Department received a report from ChildLine regarding the suspected physical abuse of a 23-month-old child. The reporting party, a mandated reporter from the child’s school, observed numerous suspected burns on the child’s back and alerted police. With the assistance of Chester County Children, Youth, and Families, the child was removed from his home and placed with a family member. The child was evaluated at a medical facility where numerous injuries were identified all over his body. An investigation by the criminal investigation division determined that Macatee had exclusive custody of the child when the abuse occurred.

Police want help identifying this person, accused of stealing and damaging an Israeli flag.

The Kennett Square Police Department is seeking the public’s help in identifying the pictured male individual, who is suspected of stealing and damaging an Israeli flag. On April 25, at 4:50 p.m., a report said, while on patrol in the business district, officers were flagged down and advised that a male subject had run up to the reporting person, taken his Israeli flag, and run south on S. Union Street with it before breaking the post and throwing the flag in the garbage. Police are asking anyone with information about the suspect’s identity or who may have witnessed this incident to contact Officer Ortiz at jortiz@kennettsquarepolice.org.

Kennett Square police arrested Jose J. Lara Serrano, 23, of Wilmington, and charged him with possession of marijuana and possession of drug paraphernalia, a report said. According to that report, police stopped a vehicle, a 2026 Honda, for heavy tint on the windshield and windows. During the course of the stop, the officer detected the odor of marijuana emanating from the vehicle. A subsequent search of the vehicle revealed a quantity of marijuana and the paraphernalia.

Jadiel Irizarry-Montes, 26, of Newark, was arrested and charged with possessing a firearm without a valid license and other traffic offenses after the 2019 Dodge he was operating was stopped for having heavy window tinting on the front windshield of the vehicle, a police report said. A traffic stop was conducted on April 1, at approximately 11:30 a.m., in the 400 block of N. Union Street. Upon making contact with Irizarry-Montes, officers detected an odor of marijuana emanating from inside the vehicle. He gave consent for a search of his vehicle and advised that there was a handgun located inside the center console. Upon further investigation, it was determined that Jadiel Irizarry-Montes did not have a valid Pennsylvania License to Carry Firearms.
