Planner: Crebilly development a net gain

According to David C. Babbitt, the proposed development of Crebilly Farm by Toll Bros. in Westtown would be a net gain for the township and the West Chester Area School District.

Babbitt is a land planner who did a fiscal impact study on the plan in October. He gave testimony on his report during the June 20 conditional use hearing held at Bayard Rustin High School.

The study considered two plans. Plan A, with 317 new homes proposed, and Plan B, with a density bonus to 395 homes planned. The township is currently only considering Plan A at this time.

Calculations include the tax revenue generated by earned income taxes, township property millage rates and real estate transfer taxes, along with the cost of municipal and school services to the residents per home. Projections for the number of people — including school-aged children per home — Babbitt said, were based on the Rutgers University Center for Urban Policy Research data published in 2006.

Regarding increased population, Plan A would result in 960 new residents with 177 being school-aged children.

Of the 317 new homes proposed under Plan A, 200 are four-bedroom single-family homes — selling for $810,000 — and 117 are three-bedroom carriage homes to sell for $600,000. Babbitt said the minimum income need to buy a single-family home would be $195,000. Minimum income for a carriage home would be $150,000.

According to Babbitt, the single-family homes would result in a net positive impact (revenue minus expenditures) of almost $319,000 for the township, with an additional $194,000 coming from the carriage home residents totaling revenue of $512,800.

However, Babbitt’s figures also show a negative impact to the tune of almost $690,000 the single-family homes would have on the school district. The carriage homes, on the other hand, would have a positive impact of $561,000.

Babbitt’s figure total $512,800 of positive impact for Westtown Township and a negative impact of just shy of $129,000 for the school district for a total net combined impact of almost $384,000.

During cross-examination, Supervisors’ Vice Chairman Carol De Wolf brought up the fact that there are differences between Babbitt’s figures and those provided by Todd Poole, of 4Ward Planning Inc., who reviewed Babbitt’s analysis for the township.

Babbitt responded by saying the differences were negligible — based on slightly different, but equally sound methodologies — and that both his and Poole’s analysis show a net positive impact.

Another reason for the difference is that Babbitt used a calculation of more than $20,000 per student per year, while Poole used a calculation of less than $12,000, a number provided by the school district.

Also testifying was West Chester Fire Department Chief Charles Michael McDonald. He said he wants an emergency access road into the development from New Street that would be at least 17 to 18 feet wide to accommodate the largest pieces of firefighting equipment. There should e no parking on that road.

Township engineer Kevin Matson also testified, saying the plan should include areas for overflow parking when a resident has a large event at a home. He also said e long cul-de-sac streets should be redesigned to create a loop.

The hearing is scheduled to continue 6 p.m. July 25 also at Rustin High School. Scheduled to appear are Nicole Kline, the traffic engineer consulting for Toll, and Al Federico who is Westtown’s traffic engineer.

• Camilla Hansen of Chadds Ford earned a graduate degree from Widener University. Her degree is a master’s of science degree in nursing.

• Michael Turco, of Chadds Ford, received a bachelor’s of science degree in allied health from Widener University’s School of Education, Hospitality, and Continuing Studies.

• Cornelius Lindsay Jr., of Chadds Ford, was awarded a bachelor of science degree n leisure and sports science from Kutztown University,

• The University of Delaware named 10 Chadds Ford area students to the school’s Dean’s List. The students are Amanda Nielsen, Andrew Currie, Angela Modesto, Emma Walte, Hannah Huzar, Katelyn Sapp, Kira Dzedzy, Mark Ellsworth, Michael Hutz and Ryan Rhodes.

• Zachary Micklin, of Chadds Ford, was named to the  University of Alabama’s Dean’s List for Spring 2017. To be named to the list, a student must have an academic record of 3.5 or above.

• A total of 855 seniors from across Chester County graduated from the Technical College High School this year. The students graduated from TCHS Brandywine Campus, TCHS Pickering Campus and TCHS Pennock’s Bridge Campus. Graduates received their high school diploma from their sending school but were honored for completing their program requirements in one of TCHS’ 28 program options which are centered around the arts, STEM and skilled trades.

Mary Frances Moore of West Chester

Mary Frances Moore, 71, of West Chester and formerly of Darby, died Friday, June 16.

She was the beloved wife of James R. Moore; loving mother of James R. Moore Jr. (Dawn) of West Chester,  and David R. Moore (Katherine) of Glenmoore, and Kelli Moore Konrad (Herb) of Mount Royal, N.J.; devoted grandmother of Mackenzie, Samantha, Sophia, Sloane, Adeline and Jack; and dear sister of Yvonne DuPont Schultz, Jacqueline DuPont Salotti (Steve), Mark Gerald DuPont (Rita), and Thomas Michael DuPont; predeceased by her siblings Patricia DuPont Pohlig, John Joseph DuPont, and Kevin Anthony DuPont.

Married 49 years, she enjoyed spending summers in Sullivan County with family and friends and traveling to North East, Md. on the Chesapeake Bay. She was famous for her ceramics and chocolate chip cookies. Christmas was by far her favorite holiday making sure all were included in the festivities. With her generous spirit, those who were homeless or without loved ones were treated like family, gifts and all. Most of all she just loved spending time with family, friends and her beloved grandchildren.

Relatives and friends are invited to her Visitation 10 a.m. to noon Thursday, June 22, at The Donohue Funeral Home, 1627 West Chester Pike, West Chester, PA 19382 followed by her Funeral Service at noon.

Albert S. Pitts of West Grove

Albert S. Pitts (a.k.a Big Al, Sonny, Pittsy), 82, of West Grove, died Monday, June 19, at Twin Pines Health Care Center in West Grove. He was the husband of Marian Szymanski Pitts, with whom he shared 63 years of marriage.

Born in Philadelphia, he was the adopted son of the late Christine Dodd Pitts.

Albert was an entrepreneur in every sense of the word. His companies included Executive Design Investments, a financial planning company, American Technology Resources, an interactive video company, and Interactive Video Solutions.

He was a longtime member of the Kiwanis Club of Springfield, Delaware County. He was on the board of directors for Villanova University, founder of Folcroft swim club in Folcroft. He was a financial report newscaster at noon for WTAF TV Channel 29. He was also a board member of the International Association of Financial Planners. Al enjoyed participating during SundayMass as a lector and cantor at St Gabriel’s Church in Norwood, PA.

Survivors include in addition to his wife Marian, one daughter, Christine Broderick and her husband Daniel of Glen Mills; three sons, James Pitts and his wife Debra of West Chester; Thomas Pitts and his wife Loretta of Swedesboro, N.J.; Kenneth Pitts and his wife Brenda of New London; 13 grandchildren, Michael, Matthew, Lindsay, Julie, Jennifer, Jacqueline, Tracey, Marc, Nicole, Zachary, Kyle, Annie and Jake, and eight great-grandchildren Lily, Ethan, Desmond, Nolan, Luna, Henry, Sagan and Evan.

You are invited to visit with Albert’s family and friends from 10-11 a.m. Monday, June 26, at Assumption BVM Catholic Church, 300 State Rd. West Grove, PA 19390. His Mass of Christian Burial will follow at 11. Interment will be held privately. Police Log June 21: Thefts, DUIs

• Charges are pending against two juveniles who allegedly stole seven laptop computers from Garnet Valley Elementary and Garnet Valley Middle schools on June 9.

• The driver of a Freightliner truck was cited for excessive speed after he rear-ended two vehicles that were stopped at a red light on Route 1 at Cheyney Road on June 6.

• A 30-year-old woman from Wilmington, who police did not name, was arrested for DUI following a traffic stop on Route 1 at Creek Road in Chadds Ford Township on June 3. No injuries were reported.

• An unnamed driver was cited for following too closely following an accident on southbound Route 202 in Chadds Ford Township on May 22. State police from the Media barracks said the driver didn’t maintain proper distance from the vehicle ahead of her and rear-ended the vehicle in front of her as they approached Brandywine Drive at 10:02 a.m.

• State police said Sareina M. Wooten, 21, of Forty Fort, was injured and cited after an accident in which she ran a red light at the intersection of Routes 1 and 202 on May 23. Police said another car hit Wooten’s after she entered the intersection against the light. She was transported to Crozer Hospital for observation.

• State police from the Avondale barracks said Mujahid Khabir Shakoor, 21, of West Grove, was taken into custody on retail theft charges for allegedly stealing from the Walmart in East Marlborough Township. The incident took place on June 17. A report said a Walmart employee stopped the accused at the door as he was trying to exit. He then gave police a false name and date of birth before being positively identified, the report said.

• Andrea Lynn Jones, 32, of Upland, was also charged with retail theft from the East Marlborough Walmart, police said. According to that report, police were notified of the incident the afternoon of June 11. Police were given a description of the suspect, the vehicle and which direction she had gone. A traffic stop was made on Route 1 at Route 52 and the suspect was taken into custody.

• On June 6, Nicole D. Kennedy, 43, was accused of retail theft at the East Marlborough Walmart while in possession of drugs and drug paraphernalia, a police report said.

• No names were given, but police said one driver was cited following a June 10 accident on Poquoson Road in Pocopson Township. Police said the driver struck another vehicle that he was trying to pass.

• Mushrooms Café on Route 1 in Pennsbury Township was robbed sometime between 5 p.m. on June 4 and 10 p.m. on June 5, according to state police. A report said $300 was taken.

• State police said Terrel O’Shea Thompson, 21, of Parkesburg, was found in possession of drugs and drug paraphernalia during a traffic stop on Route 1 near Schoolhouse Road in Kennett Township on May 3.

• A one-car accident on Union Street in East Marlborough Township led to a driver being charged with DUI. State police said Russell A. Walker, 61, failed to stop at a stop sign, drove across two lanes of traffic and over a median before striking a guardrail. The accident happened May 27.
