School board sets budget, taxes up

Unionville-Chadds Ford School Board directors approved the district’s 2017-2018 budget during their June 19 meeting. The budget does include a tax increase for property owners.

Appropriations for the next academic year are $84.9 million with real estate taxes for property owners in the Chester County portion of the district levied at 28.42 mills. Property taxes in Chadds Ford, the only Delaware County Township in the district, are going up to 23.63 mills. (A mill is a tax of $1 for every $ 1,000 of assessed property value.)

The increases in the two counties are 2.6 percent in Chester County and 0.3 percent in Delaware County. Director Bob Sage, who chairs the finance committee, said the increase is within the Act I limits, so it doesn’t require a referendum.

Sage added that the $84.9 million would cover all of the expenses for the district’s academic program.

One director would have preferred a larger increase. The vote was 7-1 with Director Gregg Lindner voting against the budget. Lindner said he was concerned about a dwindling reserve fund.

“I’ve said a couple of times throughout the discussions that I have full agreement with what the learning plan is for the year and no disagreements with what’s needed to fund the particular plan. The concern I have is what’s occurred over the last few years with the reserves. Those reserves have shrunken quite a bit,” Lindner said.

He added that previous budgets during his six years on the board increased reserve fund balances. Over the next few years, he added, taxes would likely go up more than they have in the last decade.

“My concern is that we’ll either have to reduce the plans we have for building maintenance…or we’ll have to look at things that are going to end up being cut. I made a modest proposal to add $100,000 to the tax rate, which would have brought the tax rate up to about a 2.35 [percent aggregate increase], which would still be under the Act I index,” Lindner said.

He said he did that to bring to light that the board is dong things that will be “detrimental to the local jewel that we have in this area, which is our schools.”

Sage said he hopes there won’t come a time when Lindner could say “I told you so.”

School Board Vice President Jeff Hellrung said the district would likely be able to fund whatever is needed because of the district’s continually growing tax base, allowable Act I increases and the use of allowable dollar amount exceptions to the Act I limits.

“I’m wanting to raise taxes as much as needed to run our programs short term and long term, and not a penny more, but I realize Mr. Lindner could be right,” Hellrung said. “In my judgment, this proposed budget works for, both short term and long term, considering all the tools we will have going forward.”

Other business

The board voted to hire Michael Audevard to replace Steve Dissinger as principal of Hillendale Elementary School. Audevard previously taught at Chadds Ford Elementary School and was most recently an administrator in the Garnet Valley School District.

Dissinger was promoted to principal of CF Patton Middle School after Tim Hoffman was promoted in February to district director of curriculum and instruction.

Art Watch: Sculpture to Plein Air

Running From Reality by Lisa Fedon

This weekend offers a fun opportunity to enjoy a beautiful Chester County weekend of art, from Lisa Fedon’s Open Studio sale, to Ivystone Studio in Downingtown and a Plein Air competition at Gallery 222 in Malvern.

Metal sculptor Lisa Fedon will be opening up her studio this weekend for a big 25% off everything. Lisa will be joining an art residency program in Florence, Italy for the coming year and wants to raise money for her big art adventure. Lisa’s studio is at 205 Byers Road in Chester Springs, and her Open Studio hours are Friday June 23 from 12 to 5 pm, Saturday June 24 from 10 am to 6 pm and Sunday June 25 from 11 am to 5 pm.

For anyone who has visited the annual Philadelphia Flower Show, you will have seen Lisa Fedon’s metal sculpture creations. Known best for her large horses, crafted with steel welded wire and metal sheet and mesh, they have a breezy, lyrical quality that defies their material. You can check out her work online at her website www.lisafedon.com. Her works range in price from $80 to $12,000, so there is something for everyone, and her works are suitable for both indoor or outdoor installation.  Lisa says that she likes her work to be fun, “creating spirit within the piece.”

She looks forward to changing it up and jumping into the world of Florence for a year, hoping for a “fresh view of life and art that will be reflected in my art.”  Her work is in collections around the world, but her home and studio is right here in Chester County. Let’s hope Lisa returns to us from Italy and doesn’t decide to stay there! Meanwhile, this weekend offers us all a great chance to purchase her marvelous, delightful sculptures at a reduced rate, for a great cause.

Just about a mile from Lisa’s studio is Ivystone Studio in Downingtown.  Ivystone Studio  is a beautiful Chester County stone barn that has been meticulously restored and reinvented as a contemporary art gallery, as well as a glass studio for artist and owner Justin Smith.  There are a full three floors of every kind of art, from paintings, sculpture, ceramic, mixed media, glass, jewelry and wood carved furniture.

Newest to the gallery is an “assemblage” moose sculpture by artist Jason Lyons, colorful blown glass vases by Will Dexter, and fun movie/ kitsch-inspired pop art by Mike Bell. Now that Summer is officially here, Ivystone has expanded their gallery to the outdoors with more large scale outdoor sculptural works for sale.

Ivystone Studio in Downingtown, located at 138 Moore Road in Downingtown, open from 12 to 6 pm on Saturdays and 11 to 6 pm on Sundays. Ever since artist Lynnette Shelley has been helping run Ivystone Studio, there has been a huge influx of new art and exciting sculpture installations – so you should check that out too!

On July 7, First Friday, Ivystone will have live artist demonstrations by glass artist Justin Smith and painter Lynnette Shelley from 6 to 10 pm. After you witness Justin’s demonstration, your appetite might be whetted to take a few of his glass-blowing classes that he is now offering at Ivystone Studio this Summer.  Lynnette Shelley will be demonstrating her fusion of paint, ink and collage, that she uses to make her wonderfully vibrant modern myth paintings and animal art. Lots of great art things going on at Ivystone every weekend!

Gallery 222 Plein Air Competition

Just twenty minutes from Downingtown, in Malvern, Gallery 222, this Saturday and Sunday, June 24-25, ten local artists will be participating in the first ever Gallery 222 Plein Air Malvern. After two full days of painting outside along the streets of Malvern, the artwork will be judged and awarded with a fun award celebration and artist reception Thursday June 29 from 5:30 to 8:30 pm.

No one throws a better artist reception than Andrea Strang, owner of Gallery 222, who has a huge, gorgeous, welcoming kitchen set right in the middle of the three 222 gallery spaces.  The artists participating in the plein air competition this weekend include: Randall Graham, Monique Sarkessian, Elise Philips, Kristi Gilfillan, Robert Bohne, Fred Danziger, Jeremy McGirl, Barbara Berry, Denise Sedor and Nate Durnin.  Malvern is a charming town, full of boutique shops, places to eat, and streets to stroll down.  It is always fun to see artists at work, and this weekend offers a fun opportunity to witness these fine artists in action around Malvern.

Frank “Le” LePatourel Powell of West Grove

Frank “Le” LePatourel Powell, of West Grove, died Saturday, June 17, at Brandywine Hall.

Born in West Chester, he was the son of J. Lewis and Elizabeth LePatourel Powell of West Grove.

He was a member of the London Grove Friends Meeting.

Le enjoyed animals, the outdoors and planting trees.

In addition to his parents, he is survived by two brothers, Jeremiah and William Powell, both of West Grove, and one sister, Flere Bomba of Strasburg.

His graveside service be held at 3 p.m. Friday, July 14, at the London Grove Friends Cemetery, Route 926 and Newark Road in Kennett Square.
