Flashing Yellow Arrow Signal set for Pocopson

The Pennsylvania Department of Transportation announced that it will activate southeastern Pennsylvania’s first Flashing Yellow Arrow traffic signal on Feb. 8 at the intersection of Route 52 and Pocopson Road in Pocopson Township.

The Flashing Yellow Arrow is a new type of left turn traffic signal that has been proven to improve left turn safety at signalized intersections. While relatively new to Pennsylvania, the Flashing Yellow Arrow signal has become commonplace in many states across the country over the last 10 years. Based on studies and transportation agency testimonials, Flashing Yellow Arrow signals improve left-turn safety by helping motorists recognize that they should yield while making left turns when there is oncoming traffic and pedestrians.

PennDOT is activating the new traffic signal on Route 52 as part of the $8.6 million project to replace the structurally-deficient Route 926 bridge over the Brandywine Creek in Birmingham and Pocopson townships.

The new traffic signal will enhance traffic flow on Route 52, which is part of the project detour and will carry heavier traffic volumes during the Route 926 closure.

The proximity of this intersection with nearby active railroad tracks makes it imperative to improve mobility when more motorists will travel on Route 52. The Flashing Yellow Arrow will move additional traffic through the crossroads by allowing a greater number of drivers to make left turns onto Pocopson Road.

The new signal configuration will feature four left turn arrows:

Steady green left arrow meaning the left turn is protected and oncoming traffic is to stop.

Flashing yellow arrow meaning drivers must yield to oncoming traffic and pedestrians before completing the left turn.

Steady yellow arrow meaning left turns should prepare to stop because the signal is about to change to red.

Steady red arrow meaning left turns must stop and cannot proceed.

The new left turn traffic signal is located above the left turn lanes on Route 52.  It is accompanied by a sign reading, “LEFT TURNS YIELD ON FLASHING YELLOW ARROW.”

The Route 926 bridge will close Monday, Feb. 13. The new bridge is scheduled to open by Sept. 1. During the bridge closure, drivers will be detoured over Routes 202, 1 and 52.

Pennsylvania’s first Flashing Yellow Arrow signal was activated in May 2016 in Lower Allen Township, Cumberland County.

Cavallo looking to expand

Cavallo Auto Body on Route 202 is looking to expand and, per Chadds Ford Township code, went through a conditional use hearing to make that happen.

Cavallo, whose address is 1477 Wilmington Pike, wants to erect a second building to accommodate eight more service bays. The proposed building would be 5,000 square feet and would be constructed on the current parking lot. A new lot with 41 spaces would be built.

The expansion, if approved, would need the consolidation of two adjoining parcels owned by the applicant. The current business site is 1.91 acres. The other parcel — 2.62 acres — is on the current site’s north side.

Under questioning by Cavallo’s attorney Don Petrosa, engineer Jim Gade told supervisors during their Feb. 1 meeting that the application is consistent with township codes and would not adversely affect the health, safety or welfare of residents.

Supervisors are scheduled to announce their decision during the Feb. 22 workshop.

The board also began a hearing for a proposed update of the township’s comprehensive plan, but that was continued until spring after land planner Tom Comitta said the document needs to be made stronger.

“It’s months away,” he said.

The board will reconvene the hearing April 5.

• This summer marks the 100th anniversary of the birth of Andrew Wyeth. Preview this summer’s special exhibition in a fascinating talk by curator Audrey Lewis. She will discuss themes such as Wyeth’s conception of portraiture and expressions of loss and death that have emerged in the process of planning the upcoming exhibition, Andrew Wyeth: In Retrospect.” The talks will be 2-3 p.m. on Wednesday, Feb. 15 and Saturday, Feb. 25. • Kathryn Mims, of Pocopson Township, was the second place finisher in Chester County’s Landscapes3 photo contest during the County Commissioners’ sunshine meeting. The photo contest was launched last October as part of Chester County’s development of its next comprehensive plan, Landscapes3.   The contest’s purpose was to engage residents in the County’s efforts to manage growth by protecting open space and revitalizing the county’s towns and communities. Mims’ entry is entitled “Fall in Chester County.” The winning images will be posted on the Landscape3 website.

Upon first meeting, I don’t actively seek out your attention, but I shyly watch you as you interact with the more outgoing cats I am living with. What can I say? I am a little bashful here in an unfamiliar place. I want your attention, but I just need a little time to ask for it. Approach me slowly, and give me a few soft pets on my head, and you will see how much I love attention from the two-legged crowd. I’m a sweet, gentle girl who would be a wonderful companion cat.
