Birmingham roadwork under budget; holding tanks approved

The 2014 road program in Birmingham project is finished and came in at a better price than anticipated. The news came from township roadmaster David Rathbun who updated supervisors on the project during their Aug. 4 meeting.

Work started the second week of July and finished, Rathbun said, at 1 p.m. the day of the August meeting.

The township had budgeted slightly less than $211,000, but the low bid from Innovative Construction was $193,000.  The final project came in about $7,000 more than that because about seven manholes had to be raised several inches. Rathbun said that added $750 for each of the manholes.

“I’m satisfied,” the roadmaster said.

Other business

Supervisors approved an ordinance amendment that allows for permanent sewage holding tanks for certain commercial properties. Temporary tanks are already permitted.

“Holding tanks are only allowed as a permanent solution if already allowed under [Department of Environmental Protection] regulations,” said township solicitor Kristin Camp.

She added that the permanent holding tanks are only allowed on commercial properties when public sewer facilities are not available and where there’s “no other viable alternative means of sewage disposal.”

Property owners must also sign a agreement saying they take responsibility for maintaining and pumping the tanks at their expense and that if they fail to maintain the tanks, the township may do so and charge the property owner for reimbursement.
