Wolf proposes $25 police fee

Gov. Tom Wolf’s proposed $25 per person fee for municipalities that use Pennsylvania State Police for their police coverage could have an impact on local taxes in the greater Chadds Ford area. But one state representative doubts it will happen.

More than half of the state’s municipalities — 67 percent — rely to one degree or another, full or part time, on the state police for coverage. It’s estimated the fee would raise $63 million.

Some municipalities, such as Chadds Ford, Concord, Pennsbury, Pocopson and Newlin townships, have no police force of their own and rely solely on state police.

Residents in those, and the other municipalities who rely on state police pay no extra for that police protection. Taxpayers throughout Pennsylvania pay the cost.

The proposal came in the governor’s budget announcement Feb. 7, but state Rep. Stephen Barrar, R-160, said the proposal has been bandied about for years and doubts it would be accepted.

“That’s been around since I’ve been in the legislature,” said the 11-term representative. “I don’t see this getting the legs to go through, I don’t see it moving forward.”

Barrar added that, currently, 65 percent of the state police budget comes from the gasoline tax. The proposal, if it did go through, would be a way for the state to use another source of revenue for the police and have the gas tax money shifted back to roads and bridges.

Significant snow storm predicted

Significant snow storm is predicted for later tonight and tomorrow morning with a high impact for travel the Thursday morning commute.
Snow will quickly develop from west to east after Midnight tonight. However, it will start as rain from about the I-95 corridor eastward, with a transition to snow from northwest to southeast early Thursday morning. The change over to snow will likely
occur quickly in the I-95 corridor by daybreak. It will take longer though to change over to snow on Thursday near the southern New Jersey coast and Delmarva.
The earlier Winter Storm Watches have been upgraded to Winter Storm Warnings. Winter Weather Advisories have been issued for far southeastern NJ, central DE and portions of the Eastern MD Shore. See next slide for a graphical depiction.
Hazards/Impacts:
Heavy snow, poor visibilities and dropping temperatures will make travel dangerous. Snow will fall at a rate of up to 2 inches per hour in the warned areas from about 3 AM to 10 AM Thursday from west to east, with even some thunder possible.
High impact event for travel especially for the Thursday morning commute. Temperatures are expected to quickly drop to freezing or lower late tonight and early Thursday morning from west to east for much of the region. This along with heavier
snow and initially milder road surfaces may result in snow quickly becoming packed to the road surface. Temperatures will drop into the teens Thursday night with any slushy or untreated wet surfaces freezing up.
The snow should be wet in consistency and therefore will tend to stick to trees and power lines, possibly resulting in some power outages. North to northwest winds will increase late tonight and Thursday with gusts in the 30-35 mph range.

Born in Philadelphia to the late Joseph Arthur Tate and Marguerite Rose Mary Tate, Kathleen worked as a hostess at Overbrook Golf Club for more than 30 years..

Kathleen was predeceased by her beloved husband, Albert B. Cieniawa. She is survived by her loving children David J. (Susan) Cieniawa, Diana M. (Casey) DeFelice and Denise A. (Paul) Grothaus. She is also survived by her cherished grandchildren Adam (Katie) Cieniawa, Olivia (Justen) Blackstone, Amanda DeFelice, Jake Grothaus, Ginger Grothaus and Gloria Grothaus.

Relatives and friends are invited to her viewing, Thursday, Feb. 9,  6 to 8 p.m. and Friday, Feb 10, 8:30 to 10 a.m. at The Donohue Funeral Home, 3300 West Chester Pike in Newtown Square,  610-353-6300 and to her funeral mass 10:30 a.m. at St. Pius X Church, 220 Lawrence Road in Broomall, PA. Interment at SS. Peter and Paul Cemetery, Springfield.

Police Log Feb. 8: Identity theft, DUI

• A 36-year-old Concord Township resident had his identity stolen in January and was charged several thousand dollars for merchandise he hadn’t authorized. State police said the victim’s personal information was used to open several credit cards in his name in Ohio and in Buffalo, N.Y.

PSP Logo 2• State police from the Avondale barracks said Kim Lamont Gordy, 57, of Newark, was taken into custody on charges of DUI and possession of drugs and drug paraphernalia on Jan. 29 at 3:19 a.m. Troopers were responding to a report of a disabled vehicle on Marshall Bridge Road near Marshall Vale Lane in Kennett Township.

• State police are investigating a hit and run accident on W. Baltimore Pike in Kennett Township, on Jan. 14. A report said an unknown driver operating a gray SUV rear-ended another vehicle at 10:36 p.m. near Penns Manor Drive.

• A state police report said Danielle Gatlos, 27, of Nottingham, was found to be operating a motor vehicle while under the influence of alcohol on Dec. 8. The traffic stop was made 10:57 p.m. at W. Street Road and N. Mill Road in East Marlborough Township.

• Trever B. Tedesco, 23, of Kennett Square, was cited for driving at an unsafe speed following a one-vehicle accident on Wollaston Road in East Marlborough Township on Jan. 7, according to state police. A report said lost control of the car after driving over a snow-covered roadway. The Nissan Versa rolled over onto its side, but no injuries were reported.

• Southern Chester County regional Police said Jose Gomez-Cruz, 21, of Nottingham, was taken into custody on suspicion of DUI on Jan. 28. According to a report, Gomez-Cruz was found asleep in a vehicle with the engine running. There was also an open bottle of beer in the center console, and there was a strong odor of alcohol when they got the suspect to open the door, police said. The incident happened at 3:46 p.m. in the 300 block of Scarlet Road.

• On Jan. 27, at 4:14 a.m., Conner Herbert, 25, of Bear, was taken into custody for suspicion of DUI following a traffic stop in the 6700 block of Limestone Road, according to a Southern Chester County Regional Police report. According to that report, Herbert was stopped after he was observed driving erratically. A bottle of Bourbon was in plain sight, police said, and Herbert showed signs of impairment. Police also found a prescription for Herbert that clearly indicated it might impair the user’s ability to operate a motor vehicle.

• On Thursday Jan. 26, at 1:23 p.m., police responded to the report of a medical emergency in the 100 block of E. Evergreen Street in West Grove Borough. Police found Patrick Walton, 62, in his residence with multiple empty bags of suspected heroin. More bags and a needle were also on the kitchen table,. He was transported to the hospital for his condition and advised charges would be filed for the possession of the paraphernalia.
