Police Log July 8: Fraud, harassment, hit-and-run

Media Barracks
• Police are investigating a report of a fraudulent identification card being used at the WSFS Bank located at 395 Wilmington West Chester Pike in Concord Township on June 18. The victim is a 60-year-old man from Burlington, N.J.
• Law enforcement officers from Troop K are also investigating a case of harassment that happened on July 3 in Chadds Ford Township. The police report said troopers responded to a report from Painters Crossing that an unknown male had left a note on a door saying he wanted to speak to a 16-year-old female.
Avondale Barracks
• Police said Shokhrukh Rakhmov, 18, of Philadelphia, was cited after the 2012 Toyota he was driving ran off the road at Route 926 and Schoolhouse Road in East Marlborough Township. The incident happened on June 21 at 12:45 a.m. No injuries were reported.
• Police are investigating a hit-and-run that happened on Kennett Pike in Pennsbury Township on May 26. Two cars were heading south on Lenape Road near Cossart Road when one car began to slow down due to traffic, but the other vehicle tried to pass on the right side and sideswiped the other vehicle. No injuries were reported.
• A 17-year-old boy was arrested on May 9 following a hit-and-run incident in the parking lot of the East Marlborough Township Walmart. The suspect crashed into the victim’s vehicle before fleeing the scene. The investigation led to the arrest, and charges were filed. 
Kennett Square Police Department
• Police said Devon Moses-Johnson turned himself in on a warrant on Wednesday, July 1. A preliminary hearing was scheduled. The arrest warrant was issued on Thursday, May 21, after police were contacted by state police. According to the report, Moses-Johnson, of Kennett Square, had attempted to acquire firearms through a licensed firearms dealer located in Kennett Square, but the dealer conducted a background check through the Pennsylvania Instant Check System (PICS), and the information obtained through the background check indicated that Moses-Johnson is prohibited from acquiring a firearm.
• An arrest warrant was issued for Jhorman Ortega-Tarazona, 26, on June 24 for failure to appear for his preliminary hearing for an April 10 incident. According to police, officers conducted a traffic stop in the 200 block of N. Garfield Street for a vehicle displaying no emissions or inspection stickers. Upon further investigation, it was discovered that the vehicle operator, Ortega-Tarazona, of Avondale, had provided police with false identification. While conducting an inventory search of the vehicle, drug paraphernalia and a wallet containing several IDs were located. Ortega-Tarazona was taken into custody and transported to Central Booking at Chester County Prison. Upon processing Ortega-Tarazona, it was observed that he also had an active arrest warrant out of Oakland County, Michigan.
• Police said Kevin Perez-Ramirez, 20, of Kennett Square, was arrested and charged with DUI and related offenses after the 2007 Volkswagen he was operating was involved in an accident. The incident occurred on June 29, at approximately 9:01 p.m., in the area of S. Union Street and Juniper Street. Upon making contact with Perez-Ramirez, police observed indicators suggesting intoxication, and he was taken into custody on suspicion of driving under the influence of alcohol. He submitted to a chemical test of his breath, resulting in a blood alcohol level of 0.199 percent. He was processed and transported to Chester County Prison. Charges were filed in District Court 15-3-04.
