Another continuance for Shoppes at Concord

The Shoppes at Concord, the shopping center planned for the empty lot at Route 202 and Ridge Road in Concord Township, has gotten another continuance in its zoning appeal. The next session is now planned for July 15.

The lot is across Ridge Road from Olde Ridge Village and borders Chadds Ford Township. Many Chadds Ford residents are opposing the plan that calls for a gas station, which, they fear, might experience a spill that will pollute their wells. Now, they might get their wish to see that proposed gas station go away.

Chadds Ford Live contacted two of the attorneys representing the applicant, as well as Robert Hill, the president of Retail Sites, who wants to build the shopping center. The one attorney who did respond was Hugh Donaghue, Concord Township’s solicitor.

Donaghue said it’s his understanding that the applicant has spent the last several months redoing the plan without the gas station.

He said he thought that today, Friday, May 8, Retail Sites would file an amended plan without the gas station.

“Electronic versions [of the new plan] are expected today, and paper plans delivered early next week,” he said. “My understanding is those new plans have been amended and eliminated — and I haven’t seen the plans yet, I’m just gleaning from conversations I’ve had — that it looks like he [Robert Hill] has eliminated the gas station completely, and he’s put in the required separation between the buildings.”

Concord’s Zoning Officer Manos Kavadias had previously ruled that the gas station was not an approved accessory use and that three building pads should be treated as three individual buildings because they were separated only by expansion joints. Treating them as one building would require conditional use approval because the structure would be more than 62,000 square feet. Those rulings are what the applicant has appealed.

“The new plans, my assumption is, that they are going to comply with zoning in that regard,” Donaghue added. He did stress that it’s an assumption at this point. He won’t know for certain until he sees the new plans.

The zoning appeal began in December, and there was a second session in January. However, there have been a series of continuances since. The first continuance was to February, which was then followed by continuances to May 20 and then the new continuance to July 15.

“We’ll see what happens in July, but more likely than not, the can will get kicked down the road again anyway,” Donaghue said.

Chadds Ford student gets scholarship

Liam McKelvey Wenrich will graduate from Pennsylvania Leadership Charter School this June, then off to the U.S. Naval Academy with an extra $1,500 to spend. Wenrich is the recipient of the 2026 scholarship from the Chadds Ford Township Residents Association.

“I’m honored to get this and use it for the uniforms and other expenses that I’ll have at the Naval Academy,” he said.

At the academy, he’ll most likely major in operations research or data science.

“That involves logistics and so using mathematics and some different computation skills to look at some of the best ways to get from point A to point B and some other outcomes like that,” he explained.

Wenrich received the congressional nomination from U.S. Rep. Mary Gay Scanlon and also received a nomination from U.S. Sen. John Fetterman.

The CFTRA’s scholarship is awarded annually to a high school senior living in Chadds Ford Township. The winner is selected based on academic achievements, extracurricular activities, community service, and commitment to Chadds Ford.

Among Wenrich’s activities and scholastic achievements, which led the CFTRA to award him the scholarship, were his selection to the National Honor Society and his holding leadership roles in the PALCS Student Government Program and serving as vice president of their Mu Alpha Theta Leadership Council. In addition, Liam was co-captain of the Mock Trial and Moot Court teams. Liam had a cumulative GPA of 4.3.

In addition, he took part in the Naval Sea Cadet Corps program, achieving the rank of chief petty officer, the highest rank in the program. He attended more than 60 advanced training programs and garnered more than 100 awards and ribbons.

For his local community service, he made substantial contributions to Chadds Ford Township through the CFTRA and numerous other township organizations. He received special recognition for his service with a special CFTRA Volunteer of the Year award in 2025.

Wenrich was presented with the $1,500 scholarship check and a certificate during a brief ceremony on May 7.

Chadds Ford road reports featuring PennDOT closures on Route 1, Route 202, and Route 52 with lane restrictions and detours
Road Report for May 11 to May 15

PennDOT has announced the following weather-dependent road projects that could affect drivers in the greater Chadds Ford area from May 11 to May 15. Motorists are urged to allow extra time traveling through one of the construction zones. Work schedules are subject to change.

Road repair will cause periodic daytime lane closures on Route 52 between Locust Grove Road and Deblyn V Lane in Pocopson Township through May 15.

Vegetation management will cause daytime lane shifts on Brandywine Drive between Route 162 and Chestnut Hollow Lane, and on Green Valley Road, between Brandywine Creek and Powell roads in Newlin Township, through May 30.

Overhead utility work will cause daytime lane shifts on Cypress Street between 660 E. Cypress and Ways Lane in Kennett Township through June 10.

Roadway reconstruction will cause lane shifts on the Conchester Highway between Chelsea Parkway and Cherry Tree Road in Upper Chichester from July 21 through October 15.

Roadway construction will continue next week on Route 1 between the Kennett Oxford Bypass and Greenwood Road in Kennett and East Marlborough townships. From Friday, April 17, through Friday, July 31, motorists should expect daytime lane closures in both direction as crews will mill and overlay Route 1; construct a third travel lane on certain sections of the road in each direction and use existing shoulders and right turn lanes to create a third lane for the rest of the corridor; build sidewalks along the north side of Route 1 from Schoolhouse Road to the Longwood Village Shopping Center entrance; eliminate the left turn movement from Orchard Avenue onto Route 1; install two new Dynamic Message Signs; and upgrade five signalized intersections

Cypress Street and Ways Lane in Kennett Township, Route 1 between Ways Lane and Fairville Road in Kennett, Pennsbury, and East Marlborough townships, and on Route 52 between E. Intersection reconstruction will cause a full 24/7 closure of Bethel Avenue between Conchester Highway and Cherry Tree Road through late 2026. Detours to be posted.

Kennett Square is reporting that the Birch Street Reconstruction Project is scheduled to end in the spring of 2026. During this time, Birch Street will experience rolling road closures where one or both lanes of traffic may be closed for a few hundred feet at a time. In general, the road will be open to local traffic, and road closures will be minimized as much as possible. When both lanes of traffic need to be closed for construction activities, access will be available on both sides of Birch Street, from South Broad Street and South Walnut Street.
