Roadwork for Oct. 13 to Oct. 19

Detour for Route 82 closure.

PennDOT has announced the following road projects, which are weather-dependent and could affect residents in the greater Chadds Ford area during the week of Oct. 13 to Oct. 19. Motorists are urged to allow extra time if they are traveling through one of the construction zones. Work schedules are subject to change.

Water main improvements will cause lane restrictions on Price Street between Route 52 (Bradford Avenue) and South New Street in Wester Chester Borough Tuesday, Oct. 16 through late December, 

  Route 82 is scheduled to close between Old Kennett Road and Hillendale Road in Kennett Township, on Tuesday, Oct. 16, and Wednesday, Oct. 17, from 7 a.m. to 3 p.m. for pipe replacement. During the closure, motorists will be directed to use Old Kennett Road and Hillendale Road. Local access will be maintained up to the work zone. The schedule is weather dependent.

The Route 82 (Union Street) bridge sidewalk over East Penn Railroad in Kennett Square Borough, Chester County is closed indefinitely due to concrete deterioration to the sidewalk, the Pennsylvania Department of Transportation (PennDOT) announced today. The bridge will remain open to traffic. During the closure, pedestrians will be directed to use Center Street or Broad Street to cross the railroad tracks. The sidewalk will remain closed until PennDOT bridge engineers can examine the deterioration and develop a plan to rehabilitate or replace the sidewalk.

Motorists should expect lane closures on Millers Hill, between Route 1 and Cope Road in Kennett Township, from Oct. 31 through Nov. 7 for utility installation.

Motorists should expect lane closures on Beversrede Trail in East Marlborough Township at Red Lion Road for utility installation Oct. 10-17.

Utility installation will also case lane closures on Lenape Road, between Corrine Road and Williamsburg Drive in Pocopson Township, Oct. 10-17.

Utility installation will force lane closures on S. Union Street in Kennett Township, between Meadowview Lane and Hillendale Road, from Oct. 9-16.

The Route 82 — Creek Road — bridge in Kennett Township remains closed indefinitely.

Barrier installation continues to cause indefinite lane closures on Brandywine Creek Road, between Green Valley and Powell roads, in Newlin Township.

Road widening continues to keep Station Road South closed in Concord Township, between Conchester Highway and Partridge Lane through Oct. 18.

Station Road North— between Conchester Highway and Concord Road — remains closed through Oct. 18.

Cambridge Drive remains closed for road widening at Conchester Highway through Oct. 18

Periodic lane restrictions continue through Oct. 20, on Conchester Highway, between Route 1 and Foulk Road, in Concord Township.

The Human Resource: Compensation practices

How much thought have you put into your compensation practice?  Small employers often pay what candidates ask for because they need to hire people with no regard to any formal process or practice around compensation. In time, as the small business grows, they will experience various challenges if they don’t do something about their compensation practices.  Here we explore two compensation topics to guide you towards greater success for your business.

Same Job but Different Pay Rates?

Have you ever felt like you are not getting paid the same as those around you doing the same job?  If so, you are not alone.  A common problem in the workplace is pay-inequity.  This situation happens when new hires are provided a significantly higher or lower wage than an incumbent in the same role, or over time someone was favored over others and received more significant raises, etc.

My guidance to you and your organization is to make sure you establish clear and consistent compensation practices to both defend your employment practices from a regulatory compliance perspective and from an internal perception and employee relations lens.  This means that you should conduct periodic compensation reviews for internal equity in each position for which you have more than one incumbent in the role.  If there are statistically significant differences in pay, make sure the reason for these differences is: (1) based on a non-discriminatory reason, and (2) can be clearly defined.  A few examples of appropriate justification for pay inequity in a position would be tenure in the role, their education level, and professional experience.  Illegal reasons would include age, gender, race, and any other protected characteristic.

From a practical angle, there is tremendous damage done to the morale of a workforce and a disservice to your culture when you have pay inequities that cannot be appropriately defended.  Employees should understand how your compensation programs work, and what they need to do to be eligible for increases in compensation, such as base wage/salary increases tied to a performance program or system, promotional activity, incentive programs, and commission plans.

Use caution when hiring externally for positions, as the market rate for new employees in a position may not be aligned with internal equity of the same position, and if you simply try to match the “asking price” of new hires you will create and promulgate the problem into your organization.  Know the value of your workforce and be sure to compensate your employees fairly, they will demonstrate appreciation through productive job performance and loyalty resulting in lowing turnover.

Hiring External Staff for More than Internal Staff Killing Internal Equity

Usually promoting internally is a good way to lower costs, create a talent pipeline and build morale. Although, sometimes internal candidates might not have the right skillsets for the job. Hiring an external candidate with more experience could give your company a fresh perspective, however, they are wanting to be compensated at the market rate.

Market rate is what other employers consider to be fair compensation for the same candidate. Your company’s budget and internal equity issues are irrelevant. Internal equity means ensuring fairness in pay for employees working similar jobs. When hiring you are competing with other employers to hire the most highly qualified candidate.

An important thing to remember is internal equity is not a hiring issue, it is a compensation issue. Internal equity problems do not occur in organizations that pay market rate.  They only occur when an employee is underpaid compared to their market value.  This cannot be solved by trying to hire new external employees at below the market rate. This problem generally requires internal compensation analysis and internal equity adjustments for underpaid employees as a solution.

An unresolved compensation issue will hinder your hiring and if you are paying below market rate it will cause for a significant turnover.  More than anything, taking the time to review your company’s internal equity shows that your company wants to thrive for years to come and be well-respected within your industry. Demonstrating your company’s integrity will attract the customers and employees you need to succeed.

Jack Tobin, formerly of Chadds Ford

Col. John “Jack” Tobin, 88, U.S. Air Force, retired, Opa to his grandsons, died Sept. 27, surrounded by family, in Dunnellon.

Jack’s mother and father, Gertrude and George Tobin, raised him in New York City. Despite an eye for mischief, Jack was named altar boy of the year at St. Patrick’s, earning himself an appearance on Babe Ruth’s radio show.

He attended Fordham Prep and Columbia College before joining the U.S. Air Force, where he spent more than 30 years flying aircraft, including combat tours in Korea and Vietnam. The Air Force awarded him the Distinguished Flying Cross on four occasions.

He met a beautiful and feisty young Dutch woman, Mariette, his future bride, in Mallorca. Jack and Mariette raised their son, Timothy, and daughter, Kirsti, on and off bases in Norway, Spain, South Dakota and California. Upon Jack’s retirement from the military in 1981, the Tobin family moved to Chadds Ford, Pa., and Jack managed the Flight Safety International Learning Center in Wilmington, Del.

Jack is survived by Mariette, whose side he never left when she was ill, and who never left his. He is also survived by, Tim Tobin (Lori), Kirsti Ryan (John), their families and many friends.

He was predeceased by his dear sister and brother-in-law, Marie and John Carroll, his dear nephew, John David Carroll, and his friend, Pumpernickel, last among the German short-haired pointers that were always close at hand. He loved to paint until his eyes failed him. He was stern with but loved his grandsons Michael, Christopher, Jack and Nicholas, who share his courage and humor.

A burial and memorial service will be planned at a later date to occur at Arlington National Cemetery per Jack’s wishes. The family would appreciate it if any donations would be directed to the American Heart Association in lieu of flowers.
