A clean audit for Kennett Twp.

Kennett Township received its first clean audit since a former township manager’s embezzlement of more than $3.2 million was discovered.

“We have been on a multi-year journey to recover from the fraud for which Lisa Moore, former township manager, pled guilty to multiple felonies and served time in jail,” Kennett Township Treasurer and Finance Director Amy Heinrich wrote in a memo to the supervisors. “2023 is the first year we have achieved a completely clean audit opinion.”

“Getting 100 percent clean has really been a five-year goal,” Heinrich said at Wednesday’s supervisors’ meeting.

Chris Herr with Maillie LLP, the independent accounting firm doing the township’s audits since the embezzlement discovery, called the finding a new one for Kennett Township.

“This is what we’ve been striving to get to for the last five years,” he said. “We’re finally there with a clean GASB.”

GASB refers to the Government Accounting Standards Board standards. Heinrich described it as “an important best practice for municipalities.” It was something that the township began adopting with the 2022 financials, she said.

“GASB standards are much more comprehensive than the minimum DCED requirements,” she said.

Supervisors’ Vice Chairman Richard Leff said it was nice to see the progress.

The 2019 audit, the first since discovering the embezzlement, included eight material weaknesses – such as the interfund and fund balances, the investigation into Moore’s embezzlement, tracking of escrow, and approved salaries – as well as three other recommendations. The 2020 audit featured two material weaknesses – escrow tracking and Moore’s investigation – and two other recommendations.

By the 2021 audit, escrow accounting was the only material weakness, and no other recommendations were made. According to previous years ‘ audit presentations, the 2022 audit had no material weaknesses and no other recommendations and received an adverse opinion because it was transitioning to the GASB standards.

Road Report Nov. 25 to Nov. 29

PennDOT has announced the following weather-dependent road projects that could affect drivers in the greater Chadds Ford area from Nov. 25 to Nov. 29. Motorists are urged to allow extra time traveling through one of the construction zones. Work schedules are subject to change.

The installation of traffic and pedestrian improvements will continue having altered traffic patterns on Evergreen Drive between Baltimore Pike and the Maris Grove Community entrance through Wednesday, Nov. 27.

Underground utility work will continue to cause daytime lane shifts on Smithbridge Road between Valleybrook and Bethel roads in Concord Township and Chester Heights through Nov. 26.

Overhead utility work will continue causing daytime lane shifts on Cheyney Road between Mill Race Place and Concord Road, on Concord Road between Station Road and Overfield Lane, and on Valleybrook Road between Route 1 and Llewelyn Road in Concord Township through Nov. 26

Utility replacement will cause daytime lane closures on W. Market Street between New and Church streets in West Chester through Nov. 30.

Utility and road construction will cause daytime lane closures on S. High. Street between E. Miner Street and Rosedale Avenue through Dec. 31.

Utility relocation and road widening will cause daytime lane closures on Route 1 from the Kennett/Oxford Bypass to Greenwood Road through Dec. 20.

Gas main installation will cause daytime road closures on High Street between E. Union and E. Barnard streets in West Chester through Dec. 7.

Overhead utility work will cause daytime lane shifts on Conchester Highway between Bed Lane and Foulk Road in Concord Township through Nov. 26. Also affected will be Smithbridge Road between Valleybrook Road and Conchester.

A high friction surface treatment will take place during daytime hours on Concord Road between Tuscany and Station roads in Concord Township through Nov. 23. Flaggers will control traffic flow.

Construction continues to replace Twin Bridges, the South Creek Road bridge over the Brandywine between Chadds Ford and Pennsbury townships. Work is expected to continue through fall 2025. South Creek Road will be closed 1,200 feet south of Bullock Road and 1.1 miles north of Cossart Road. During the closure, motorists are directed to use U.S. 1, Route 52, Center Meeting Road, and Delaware State Route 100 (Montchanin Road). Bicyclists traveling Bike Route L will be directed to use Bullock Road, Ring Road, Ridge Road, and Delaware State roadway Smithbridge Road.
