Kennett Twp. prelim financial report in

Kennett Township residents can get an initial look at the township’s financial picture for 2020, thanks to a preliminary year-to-date financial report presented at Wednesday’s meeting.

The report can be found on the township’s website in the June 3 board agenda.

Township Finance Director Amy Heinrich said the report, which looks at things like the fund balances and the year-to-date revenue expenses vs. the budget, will be updated and improved monthly.

“I think a lot of people have been looking for that and waiting for that,” she said during Wednesday’s Zoom meeting. “It’s been quite a challenge with the state of systems and affairs and staffing and vacancies and turnover and training. But we’re getting there.”

Last year at this time, former township Manager Lisa Moore was being investigated for allegedly embezzling more than $3 million from the township’s finances, and supervisors were learning that the township’s financial situation was nothing like what they thought it was.

This year’s preliminary financial report is part of an ongoing effort to give a clearer financial picture.

Supervisor Scudder Stevens thanked Heinrich for “the progress you’re making in this rat’s nest that we all inherited.

“Your and Eden’s professionalism, as kicked off by Alison a year ago, has allowed this to begin to come together in a way that should bring comfort to the township citizens,” Stevens added, referencing current township Manager Eden Ratliff and interim township Manager Alison Rudolf.

Supervisors’ Chairman Richard Leff said things like the financial report “will be good tools for us to be able to figure out what to do with 2021.”

The preliminary financial report shows, for instance, that earned income tax revenue has been impacted by the COVID-19 pandemic.

“The deadlines for filing were delayed, so we don’t know what that will turn into,” she said. “We know that people can file later, and they can pay their taxes later. When it comes to that time, we don’t know if they’ll be able to afford the taxes that are due. As we move on and there’s unemployment, that will impact earned income.”

Earned income taxes were budgeted at $2.84 million for 2020. As of May 28, according to the financial report, $1.075 million has been collected. Real estate and transfer taxes are close to the budgeted amount.

James John Fiore of Kennett Square

James John Fiore, 74, a lifelong resident of the Kennett Square area, died Tuesday, June 2, at Chester County Hospital.

James John Fiore

Born Sept. 16, 1945, at Chester County Hospital, he was the son of the late Charles, Sr. and Caroline Fiore (Sarmento).

Jim graduated from Kennett High School and served in the Maryland National Guard, being honorably discharged in 1971. He worked for Hewlett Packard in the Accounting Department, then various other local establishments throughout life. In his youth,

Jim was an excellent saxophone player and was a member of several bands including The Galaxy’s, The Bonneville’s, and Little Eddie’s Band. He was also an avid baseball player and was a member of the Italian American Club (IACL). Jim had a passion for local horse racing and enjoyed spending time at the track.

He is survived by his brother David M. Fiore, and his wife Tracy, (nephew & niece; Dominic and Olivia) of Port Republic, Md.; cousins Elaine Fiore of Kennett Square; Maria Fiore; Trish Fiore-Groff; his aunt, Elvira Passmore; and numerous friends and family. He is preceded in death by his parents, and his brother, Charles J. Fiore Jr.

A private graveside service will be held at St. Patrick Cemetery in Kennett Square.

Susan Garver of Chadds Ford

Susan Garver, 61, of Chadds Ford, died Monday, June 1, surrounded by her loving family. She fought a courageous three-year battle with leukemia. Sue’s determination and strong faith in God sustained her and her family during times of adversity. She was intelligent, resourceful, loving, and compassionate; a kind and loving woman who fully devoted herself to her family.

Sue was born in Somerset, N.J. to the late Anne Layme and Robert M. DeCastro. She graduated from the University of Delaware with a bachelor’s degree in nutrition and dietetics. It was at college that she met the love of her life, Kevin and they went on to be successful entrepreneurs. They were blessed to build a loving family together. Sue loved going to her children’s school and sporting events and was always their biggest fan.

She was truly a Proverbs 31 woman and will be dearly missed. Sue was a core leader with Longwood Community Bible Study for close to 10 years, where she formed many special friendships. The family wishes to thank those friends who lovingly supported them during Sue’s illness. Her legacy of love and service to others will live on forever in the hearts of all who knew her.

She is survived by her husband of 36 years, Kevin S. Garver; their seven children: Ryan S. Garver (Nicole), Katie M. Krass (Matt), Joseph S. Garver (Kim), Daniel P. Garver, David J. Garver, Hannah M. Garver, and Jacob A. Garver; two sisters, Betsy and Jeannie; her precious granddaughter, Sophia Krass; many nieces and nephews; and a host of friends.
