Budget talks underway in Kennett Twp.

The Kennett Township supervisors will continue the 2020 budget discussion at a special meeting Monday, where they are expected to discuss the possibility of a sewer rate increase. The meeting will begin at 7 p.m. at the township building.

Kennett TownshipThe township manager and finance director discussed the general fund budget with the supervisors and the public at Wednesday’s almost four-and-a-half hour-long meeting but were not able to fully discuss budgets for the sewer and open space funds because of time constraints. Both the sewer and open space funds are projected to have deficits in 2020.

Township Manager Eden Ratliff said the overall township budget will be formally presented at the supervisors’ Dec. 4 meeting for approval by the end of the month.

Budget documents presented both on Wednesday and at a Nov. 13 budget meeting go in-depth into where money is coming from, where it is being spent, and ways in which costs could be reduced.

“We really appreciate all the community’s input,” township Manager Eden Ratliff said.

All revenue and expenditure requests for the general fund – which included EMS and general fund capital expenditures – came in with a deficit of $569,226. Between Nov. 13 and Wednesday — and armed with suggestions from the public about where they would rather see money spent  – Ratliff and Finance Director Amy Heinrich took a closer look at where they could save money. The version presented Wednesday projected a surplus of $55,224.

Henry I. (Jerry) Brown

Henry I. (Jerry) Brown died peacefully with his three daughters by his side on Nov. 21 at the age of 81. Jerry was born in Philadelphia on August 16, 1938, son of Clementina Mackenzie Brown and Henry Ingersoll Brown Jr, both of Philadelphia.

Jerry attended Chestnut Hill Academy in Philadelphia, until his family moved to Wilmington, in 1952, when he attended Tower Hill School until ninth grade. Jerry then attended Westminster School in Simsbury, Conn., where he graduated in 1956. Jerry attended Williams College in Williamstown, Mass., receiving his bachelor’s degree in 1960, and the University of Pennsylvania School of Architecture, receiving his master’s in 1963.

Jerry married Caroline “Cookie” Schutt, his high school sweetheart, in 1961. The two were soulmates until Cookie predeceased Jerry in 2010.

Cookie and Jerry had three children: Clementina Brown lives in Kennett Square; Eliza Brown Hurlbut lives in Seattle, Wash. with her husband Gary and their children Madeleine and Griffin; and Caroline Brown Lintner resides in Greenville, with her husband Matt and daughters Alexandra and Beatrice. He is survived by his sisters Clementina Gardner and Marian Lorenz.

Jerry spent his entire working career as an architect at Anderson, Brown, Higley and Associates in Wilmington, serving clients in the Delaware and Pennsylvania communities.

Jerry spent almost every summer in Greensboro, Vt., fishing and enjoying the beauty of the Northeast Kingdom. His kind nature and sense of humor will be remembered by all who knew him.

The family would like to thank his caregivers, Maribel, Latoya and Jairo, for their loving and gentle care during the past few years.

Contributions in Jerry’s memory can be made to the Buck & Doe Trust, care of Amy McKenna at 200 Frog Hollow Road, Coatesville, PA 19320.

Services in Mr. Brown’s memory will be private. A party to celebrate his life will be held at the Foxy Loxy in Unionville, Pennsylvania on Friday, Dec. 6 from 4-7 p.m.

Pearl Comer of Hockessin

Pearl Comer, 93, of Hockessin, died Tuesday, Nov. 19, at Brackenville Center. She was the wife of Edgar H. Comer, who died in 2007, and with whom he shared 65 years of marriage.

Born in Shouns, Tenn., she was the daughter of the late Walter Jones and the late Doncie Farmer Jones.

She was a member of the Kennett Square Missionary Baptist Church.

Pearl was a homemaker, and she enjoyed baking cakes, mowing grass, gardening, was a great seamstress, and also enjoyed being with her family and friends.

She is survived by two daughters, Wanda C. Barwell and her husband Larry of Nottingham, and Jane Brown and her husband Steve of Wilmington; one sister, Mary Tanner of Elkton, Md.; four grandchildren, Howard C. Barwell, Charlene E. Barwell, William J. Maslanka, III and Douglas A. Brown; three great-grandchildren, Andrew V. Belisaro, Melissa Maslanka and Brendan Blackwelder, and a dear sister-in-law, Ann Dumler of Salisbury, Md.

She was predeceased by one brother and two sisters.

The family would like to thank the staff at the Brackenville Center for the wonderful care given to their mother.

You are invited to visit with Pearl’s family and friends from 10 to 11 a.m. on Monday, Dec. 2, at the Kennett Square Missionary Church, 408 Bayard Road in Kennett Square. Her funeral service will follow at 11. Burial will be in Longwood Cemetery,

Roadwork for Nov. 23-Nov. 29

PennDOT has announced the following road projects, which are weather-dependent and could affect residents in the greater Chadds Ford area during the week of Nov. 23-Nov. 29. Motorists are urged to allow extra time if they are traveling through one of the construction zones. Work schedules are subject to change.

Lane restrictions with flagging are scheduled on Route 926 — between Dutton Mill Road and Route 352 — in Westtown Township, on Monday, Nov. 25 and Tuesday, Nov. 26.

Bridge reconstruction continues to close Creek Road — between Riverbend Lane and Country Club Road in Birmingham Township. The closure is expected to continue through May 2020.

Barrier installation will cause lane closures on Brandywine Creek Road between Green Valley Road and Powell Road in Newlin Township through June 2020.

Road reconstruction will close Spring Valley Road — between Conchester Highway and Concord Road — in Concord Township through April 30, 2020. Detours will be posted.

Lane restrictions on the Conchester Highway, between Routes 1 and Clayton Park Drive will continue through Oct. 20, 2020, for reconstruction and widening.

Business briefs Nov. 22

The next monthly meeting of the Chadds Ford Business Association is noon Thursday, Dec. 5 at The Gables. The guest speaker will be Leah Reynolds, the executive director of the Kennett Area Community Center. The CFBA is also collecting food for the Kennett Food Cupboard, which is run by the Community  Center. The cupboard lost 50 percent of its food because of an electrical fire last month. Donations in the way of canned food, a $25 Giant Gift card or a  check made payable to KACS are requested. The cost for the luncheon is $25 for CFBA members, $35 for nonmembers. Iron Hill Brewery & restaurant is launching Brew with a Legend, a regional beer competition where homebrewers will vie for the opportunity to brew their signature recipe with craft beer pioneer and Iron Hill’s co-founder, Mark Edelson. Five winners will be chosen, one from each region in which Iron Hill operates, including Delaware, New Jersey, South Carolina, Central Pennsylvania and the Greater Philadelphia area. In keeping with Iron Hill’s tradition of community involvement, the winning beer will be available on tap with $1 per pint donated to the winner’s charity of choice as well as a dedicated Give 20, a fundraising evening where the selected non-profits can earn twenty percent of food sales. In addition to bragging rights, winning homebrewers will receive a $500 Iron Hill gift card and a sixtel of their prize-winning beer.
