Southern Chester County Regional Police

A police report said Charles B. Clark, 59, of Ephrata, was arrested and charged with DUI after he fell off of his motorcycle on the grounds of the New Garden Airport during an event on June 22. Police said Clark exhibited indications of being intoxicated and field sobriety tests showed impairment. A chemical breath test showed a blood-alcohol level of 0.130 percent.

Eleazar Reyna-Garcia, 23, of Avondale, was arrested and charged with DUI and related traffic offenses, following a traffic stop for moving violations, a report said. The incident occurred on June 18 at 10:19 p.m., in the 1100 block of Newark Road, in New Garden Township. A breath test showed a blood-alcohol level of 0.170 percent.

Police said Christopher L. Waters, 33, of Denton, Md. was arrested and charged with DUI and related traffic offenses following a traffic stop for erratic driving. The incident happened on June 16 at 3:25 a.m. He was taken into custody for suspicion of DUI and tests indicated a blood alcohol level of 0.202 percent, according to police.

Jesus Lopez-Vasquez, 50, of Kennett Square, was arrested and charged with DUI and related traffic offenses on June 15, following a traffic stop for a moving violation in New Garden Township. According to the report, police said they had received a report of a driver illegally passing cars in West Grove. The vehicle in question was spotted by police as it was leaving Avondale, and police observed it making a left turn on red. When police attempted to initiate a traffic stop in New Garden Township, the vehicle traveled at a high rate of speed, leaving the roadway briefly, before finally coming to a stop after another quarter-mile of distance. Upon making contact with Lopez-Vasquez, police said they observed indicators suggesting intoxication and field sobriety tests showed impairment. He was taken into custody and submitted to a chemical test of his breath, resulting in a blood alcohol level of 0.127 percent. He was processed and later released pending issuance of a summons.

Police said 18-year-old David W. Ballantyne, of Wilmington, was arrested and charged with violations of the Controlled Substance, Drug, Device, and Cosmetic Act (Act 64), as well as with DUI (Controlled Substances) and related traffic offenses, following a traffic stop for moving and equipment violations on June 10. The incident occurred on Limestone Road at the on-ramp to northbound Gap Newport Pike, in New Garden Township. Upon making contact with Ballantyne, police said they were met by the odor of marijuana and Ballantyne exhibited indications of being under the influence of a controlled substance. A search of the vehicle produced suspected methamphetamine, suspected heroin, and US currency, the report said. Ballantyne was taken into custody and was given the opportunity to submit to a chemical test of his blood but refused. He was processed and held at Central Booking for arraignment. He was initially committed to the Chester County Prison but was released days later after posting $25,000 bail. The case is pending a preliminary hearing.
