Arrest in West Goshen homicide

The West Goshen Township Police Department and the Chester County District Attorney’s Office announced the arrest of defendant Clayton P. Carter for the crime of homicide.  At approximately 1 a.m. on Aug. 8, at 314 Box Elder Drive, West Goshen Township, Chester County, the defendant shot and killed his next-door neighbor, G. Brooks Jennings.  The defendant and the victim had been involved in a long-running neighborhood dispute that culminated with the defendant shooting the victim once, then standing over the victim’s body and shooting him a second time in the head.

The defendant is 51 years old.  He resides at 312 Box Elder Drive, West Chester.

West Goshen Township Police Chief Joe Gleason stated, “It is a sad situation when neighbors can’t put their differences aside for the sake of a peaceful community.  Such a senseless circumstance which only results in tragedy for multiple families.”

Chester County District Attorney Tom Hogan said, “The West Goshen Township Police Department and Chester County Detectives did an excellent job responding quickly and efficiently to this homicide.  This killing leaves a wife without a husband, a little boy without his father, and a community in shock and mourning.”

According to the criminal complaint, at approximately 7:50 p.m. on Aug. 7, the West Goshen Police responded to another dispute between the defendant and the victim about cursing and a video recording in the back yard.  The police resolved the dispute.

At approximately 1 a.m. on August 8, a few hours later, the defendant and the victim got into another dispute.  The defendant claimed that the victim was shining a light into his eyes while he was outside.  The defendant ended up pulling a car onto his own lawn and shining the high beams of the car at the victim on the victim’s lawn.

The defendant had retrieved a .380 caliber semi-automatic Ruger handgun from his residence.  The defendant confronted the victim again outside.  The defendant shot the victim once in the head while the victim was standing, which knocked the victim to the ground.  The defendant then stood over the victim and shot him a second time in the head.  The victim was on his own property.

In a recorded and Mirandized statement, the defendant admitted the details of the ongoing disputes and shooting the victim.  The defendant claimed that the victim threatened him with a knife, but the defendant had no injuries.  The defendant did not call the police and did not render aid to the victim.

Multiple witnesses heard the gunshots and reported a timing gap between the first and second shot.  The victim’s wife heard the first shot and looked out the window.  She saw the victim lying motionless on the ground, then the defendant stood over the victim and shot him in the head.

At the scene, police recovered two shell casings, the gun, and a knife.  One shell casing was located on the defendant’s property.  The second shell casing was located on the victim’s property, in close proximity to the victim’s body, consistent with the defendant firing the second shot into the victim’s head while the victim was on the ground.

The defendant has been charged with murder and related offenses.  He has been remanded to Chester County Prison.

Eleanor B. “Jill” Blanton (nee Duffey), 95, of West Chester, died Saturday, Aug. 5.

Born in Philadelphia, she was the daughter of the late John and Mae (nee Heverin) Duffey. 

Eleanor was the beloved wife for 66 years of the late Robert S. Blanton; loving mother of Jeffrey (Debbie), Warren (Debbie) and Peter (Penny); loving grandmother of six grandchildren and three great-grandchildren.

She was an avid golfer, who achieved three holes in one in her lifetime, and she was a world traveler.

Police Log Aug. 9: DUIs, accidents, thefts

State Police

• State police reported no injuries in a two-vehicle accident on Route 1 near Pennsbury Way on Aug. 3. There was no mention in the report of either driver being charged. According to police one driver was turning left onto Pennsbury Way from the northbound lane of Route 1, while another vehicle, that had been in the left turn lane of southbound Route, changed back to go straight and struck the other vehicle as it was turning left.

• A traffic stop in Kennett Township led to a 21-year-old from Chadds Ford being taken into custody on DUI charges. State police said Lorenzo Rosarlo Ramunno was stopped at 9:37 p.m. at Hamorton Cutoff Road near Route 1 on July 16. No reason for the traffic stop was given in the police report.

• Police reported finding tire tracks leading from eastbound Street Road, crossing into the westbound lane, exiting the road completely and leading up an embankment to a tree that had been struck. A second set of tire tracks indicate the vehicle was driven back down to the road. The incident happened in Pennsbury Township on July 24.

Southern Chester County Regional Police

• Vera B. Cruz, 39, of Avondale was arrested July 26 for retail theft, according to Southern Chester County Regional Police. Cruz is alleged to have taken $34.82 worth of items from the Dollar General store, located at 345 Scarlett Road, in New Garden Township. She was processed and released.

• Police said Christian T. Montgomery, 42, of Avondale, was arrested and charged with DUI and related traffic offenses, following a traffic stop for erratic driving on July 24. At approximately 7:05 p.m., police were dispatched to the area of Newark Road and Gap Newport Pike, in New Garden Township for a Mercedes Benz being operated erratically. Police located the vehicle and observed it swerve out of its lane of travel, a report said.

• Brian V. Nolan, 40, of Cochranville, was arrested July 23 and charged with DUI and related traffic offenses. At approximately 7 p.m., police responded to a call of a possible intoxicated operator on Penn Green Road, south of Route 41, in New Garden Township. Police arrived in the area to find a pickup truck, towing a low-boy trailer, stopped on Penn Green Road, about five feet into the intersection, with cars going around it. When police approached the vehicle, a report said, Nolan exhibited signs of intoxication. He was taken into custody on suspicion of DUI. He submitted to a chemical test of his breath, the result of which was a blood alcohol level of 0.23 percent. He was processed and released pending issuance of a summons.

• Miguel Castaneda, 24, of Wilmington, was arrested July 29 and charged with DUI and related traffic offenses, following a one-vehicle accident, according to police. At approximately 11:54 p.m. on July 28, police were dispatched to the area of Hillendale Road and Scarlett Road, in New Garden Township for a report of a vehicle that ran off the roadway. The report said Castaneda exhibited signs of intoxication and further investigation led police to believe that Castaneda was the driver and he was taken into custody.
