Pocopson to review Barnard House proposals

At least three of the 19 companies who submitted proposals for the Barnard House feasibility study will have a chance to be interviewed by the Pocopson Township supervisors.  The proposals specify renovations needed for re-purposing the building for use by the township and Kennett Underground Railroad.

Each of the supervisors will pick her top five proposals and send the list to Vice Chairman Elaine DiMonte, who will then look for commonalities and compile a list of possible companies for the board to interview before any kind of decision is made.

At the supervisors’ meeting Monday, DiMonte reported that she and Public Works Director Mark Knightly did 18 site visits at both the historic Barnard House and the township’s Denton Hollow facility. The site visits included walk-throughs and histories of the properties.

Chester County transferred the Barnard House property, including 68 acres and historic Eusebius Barnard House, to the township in 2008.

The township received 19 proposals in late February, ranging from $6,500 to $61,000, DiMonte said, and proposed project durations of six weeks to six months.

Some discussion at Monday’s supervisors’ meeting included seeking a determination on the type of report the board is looking for and moving forward from there. Supervisor Alice J. Balsama suggested creating a committee to oversee the study and project.

“One of the drivers to this is the fiduciary responsibility I have in this position,” she said. “We want to make the best decisions and create as many reasonable options. I can defend that to any resident.”

Other business

• The supervisors voted to donate $500 to the Brandywine Red Clay Alliance, which will hold a road cleanup in the township on April 29. Approximately 20 to 30 volunteers are needed at 8 a.m. that day to help pick up trash along several miles of roads like Route 842 and Northbrook, Corrine and Locust Grove roads, according to James Jordan, CEO of the BRCA.

The cleanup is envisioned to be an expansion of BRCA’s annual Brandywine Creek Clean-Up to include roads in Pocopson, he said. Interested volunteers can sign up online at www.brandywineredclay.org. BRCA will provide gloves, trash bags and safety vests. Sign-in on cleanup day will be at the BRCA parking lot at 1760 Unionville-Wawaset Road, according to Jordan.

Balsama asked Jordan and the BRCA to report back to Pocopson with the number of trash bags collected on township roads during the cleanup.

• Supervisors voted to send a flood plain ordinance to both the township solicitor and the county planning commission for their review. According to Supervisors’ Chairman Ricki Stumpo, the ordinance has to be adopted by September.

Township secretary Susan Simone said the proposed ordinance is based on a model ordinance sent to Pocopson by the state.

• The supervisors voted to allow Castle Valley Consultants of Pottstown to begin looking at updating Pocopson’s Act 537 wastewater treatment plan. Updates need to include the treatment plant at The Preserve at Chadds Ford, and also parcels at Corrine Village, according to Stumpo.

• Updates to the township’s Personnel Manual will be discussed at a future meeting.

Elvera “Elvie” Piacentino Stengel of West Grove

Elvera “Elvie” Piacentino Stengel, 94, of West Grove, died peacefully at home with her family by her side on Monday, April 10. Elvie was predeceased by her loving husband, Paul G. Stengel, in 2007, with whom she shared 57 years of marriage.

Born in Civitella, Italy, she was the daughter of the late Thomas and Maria (Pasquale) Piacentino.

She was co-owner of Stengel Welding of Kennett Square, for 37 years. Elvie was an accomplished singer, artist and performer. She was awarded Ms. Senior Pennsylvania first runner-up in 1991.

She is survived by her children, Jane Klein of Berwyn; Fred Stengel and his wife Denise of Kennett Square; Christina Tabbut and her husband Ed of Malvern; her eight grandchildren and her brother, Thomas Piacentino of Jensen Beach, Fla.

Family and friends may visit with the family from 1 to 2 p.m. on Saturday, April 22, at the Sacred Heart Church, 203 Church Road, Oxford. Elvie’s memorial mass will follow at 2. Burial will be held privately.

In lieu of flowers, a memorial contribution in Elvie’s name may be made to the American Cancer Society, 1626 Locust Street, Philadelphia, PA 19103.

Arrangements are being handled by Foulk and Grieco Funeral Home, West Grove.

Ian Nathaniel Rodriguez Hernandez

Baby Boy Ian Nathaniel Rodriguez Hernandez, born on April 4, 2017, in West Chester, died Sunday, April 9, at A.I. DuPont Hospital in Wilmington.

He was the son of Ruth Rodriguez of Kennett Square.

A memorial mass will be held at St. Rocco’s Catholic Church at a later date.

Prostitute not paid, gets violent

According to Westtown-East Goshen police, a prostitute seeking revenge for not getting paid led to burglary, assault, weapons and other charges.

In a press release, police said a prostitute — later identified as Monica Iris DeJesus, from Philadelphia — made a house call to a condominium in East Goshen Township on April 9 but was not paid for her visit. She left but returned shortly with a man identified as Justin Atchison Harris.

A 911 emergency call caught the sounds of the assault that ensued while police officers responded.

Police said there was a physical confrontation after Harris and DeJesus returned to the condo, and that both intruders pointed a handgun at the two occupants. One of the occupants was able to defend himself but, when Harris dropped the handgun, DeJesus took the gun and pointed it at both residents. Harris then assaulted the first victim with a fireplace poker.

Both intruders left the residence as police were arriving on the scene.

Those responding officers saw a sedan with New Jersey registration leaving the scene and noticed that the driver was bleeding heavily from his face and that a female was in the passenger seat. Police stopped the vehicle, and the woman reported that she was just attacked and raped inside a residence in the 1800 block of Valley Drive.

Police called for an ambulance and the driver — Harris — was transported to Paoli Hospital for facial injuries. Police proceeded with a rape investigation initially, based on the allegation made by DeJesus.

Other officers arrived to help with the investigation and found one of the victims as he emerged from the building. The victim suffered moderate injuries during the attack, and he reported that his male roommate had fled on foot. Police were able to locate the second victim who was not injured. They also recovered a loaded .45 caliber handgun and property stolen from the residence during the attack.

During the investigation, police determined that DeJesus phoned Harris who was waiting in a nearby parking lot. The pair returned to the condo unit and pounded on the door before Harris kicked it in.

Harris, 36, from Mickleton, N.J. was arrested and charged with robbery, burglary, aggravated assault, simple assault, firearms not to be carried without a license, possession of firearm prohibited, prostitution, terroristic threats, theft by unlawful taking or disposition, receiving stolen property, prohibited offense weapons, possessing instruments of crime, criminal conspiracy and harassment.

DeJesus, 22, from Darrah Street, Philadelphia, was arrested and charged with robbery, burglary, aggravated assault, simple assault, firearms not to be carried without a license, prostitution, terroristic threats, theft by unlawful taking or disposition, receiving stolen property, prohibited offense weapons, possessing instruments of crime, criminal conspiracy and harassment.

Both Harris and DeJesus were arraigned before Magisterial District Judge Vito at District Court 15-1-04. Bail was set at $150,000 for Harris and $100,000 for DeJesus.

Police Log April 12: Burglary in Chadds Ford; trespass; stolen jerky

Pennsylvania State Police

• A home on Top of the Oaks in Chadds Ford Township was burglarized sometime between March 24 and April 3, according to a state police report. Police said they responded to a call at 4:36 p.m. on April 3, and that thieves had taken a safe, documents, CDs, a leaf blower, TV and jewelry.

• State police from the Media barracks said they arrested Adam Christopher Horwoth, 18, on charges of receiving stolen property and violations of the firearms act. A report said Horwoth was stopped for a traffic violation in the 1300 block of Route 1 in Chadds Ford Township on March 10. Police said they found marijuana and a stolen firearm in the vehicle.

• Police said a white male wearing a green hat stole a cup of coffee and a bag of beef jerky from the Wawa on Naaman’s Creek Road just after 1 a.m. on March 18.

• A Glen Mills man faces criminal trespass charges following an April 1 incident in Concord Township. Police said Daniel Keith Souder faces the charges after he reportedly entered the victim’s home, got into a verbal argument and refused to leave.

• State police cited an unnamed motorist for following too closely after the driver rear-ended another vehicle on Route 52 at Lenape Road in Pocopson Township on March 31. The report said the victim was waiting to turn left onto Locust Grove Road at 3:30 p.m. when struck from behind.

• Police said driving under the influence was the cause of a March 12 accident on Thouron Road in West Marlborough Township. According to the state police report, Scott E. Wiseman, 20, of West Grove, was under the influence of alcohol when his vehicle ran off the right side of the road, struck an embankment, then went up the embankment before hitting a utility pole and rolling over. Police said charges were filed and minor injuries were reported.

• Ryan J. Kniola, 24, of West Chester, was charged in an accident on Route 1 at Bayard Road in East Marlborough Township on March 15, according to a report from the Avondale barracks of the state police. The report said Kniola was stopped beyond the stop line on Bayard while the traffic light was red and tried to cross Route 1 into the Wawa parking lot when a southbound motorist struck him from the right side. The accident happened at 4:46 p.m. No injuries were reported.

Southern Chester County Regional Police 

• Oswel Molina-Rosario, 26, of Avondale, was arrested and charged with DUI, along with a violation of the Controlled Substance, Drug, Device, and Cosmetic Act, tampering with or fabricating physical evidence, and several traffic offenses, following a traffic stop in the 900 block of Newark Road, in New Garden Township on March 29, according to Southern Chester County Regional Police. A report said police saw a van with expired registration and, after making the stop, found that Molina-Rosario’s license had been suspended. While police were speaking with him, Molina-Rosario was observed discarding a small plastic bag, which he removed from his pocket. The content of the bag tested positive for cocaine, the report said.

• A police report said Rocael Escalante-Lopez, 24, of West Grove, was arrested and charged with DUI and related traffic offenses following a traffic stop in the 900 block of West Cypress Street, in New Garden Township, on March 27. Police said they stopped a Honda Civic for erratic driving and observed numerous indicators of suspected intoxication, which was confirmed after he failed field sobriety tests.

• Fernando Beltran-Andrade, 27, of Kennett Square, was arrested and charged with DUI and a related traffic offense, following a traffic stop in the 900 block of West Cypress Street, in New Garden Township on March 20. A report said police made a traffic stop on a Chevy Cobalt being driven in an erratic manner. Beltran-Andrade showed numerous indicators of intoxication, the report said, and he was taken into custody on suspicion of DUI after a field sobriety test.
