Man charged with sexual assault of 7-year-old

The Delaware County District Attorney’s office has announced the arrest of a 41-year-old man for sexually assaulting a 7-year-old girl.

District Attorney Jack Whelan said Matthew Paul Maffei, of Aston Township, is now in prison for assaulting the girl at her home in Middletown, De.

According to police, Maffei assaulted and took naked photographs of the victim with his cell phone, which he later copied to a flash drive storage device.  Maffei faces 225 counts of possession of child pornography and criminal use of a communications facility. He is also charged with the sexual abuse of children, all felonies of the third degree.

According to the arrest affidavit, Maffei confessed to the assault and to taking the photographs.

The arrest is the conclusion of an investigation that began following a report of assault in Middletown, Delaware, conducted by Det. Kenneth Bellis of the Delaware County Criminal Investigation Division who is a member of the Pennsylvania Internet Crimes Against Children Task Force, Aston Township Police Department and Middletown Police Department, Delaware.

Maffei was remanded to the Delaware County prison after he failed to post $250,000 cash bail. He was ordered to have no contact with the victim or any other minor, and have no Internet use.

His preliminary hearing is scheduled for August 24.

Route 322 widening likely to start in 2017

PennDOT has had a busy week: In addition to a ribbon-cutting celebrating a newly widened 6.5-mile swath of Route 202 in Tredyffrin and East Whiteland townships, the department announced that the State Transportation Commission has updated its 12-Year Transportation program.

Of particular interest to area motorists: the pending widening of Route 322 in Concord Township, a project that has been on the drawing board for more than a decade.

Chuck Davies, assistant executive for PennDOT’s District 6, which includes the five-county Philadelphia region, said construction could begin in the first half of next year. “It’s a funded project,” he said. “It’s already proceeding.”

Davies said work is underway on a number of pre-construction components, such as obtaining right of ways and environmental clearances. Like the Route 202 project, work would be done in phases, with the first phase likely taking more than a year, Davies said.

The first phase of construction will cover Route 322 from Route 1 to Featherbed Lane, and the second section will run from Featherbed Lane to Route 95, according to the Delaware Valley Regional Planning Commission website. Plans call for improving several intersections, adding turning lanes, reconstructing the traffic signal at Fellowship and Station roads, adding a signal at the Mattson Road and Featherbed Lane intersection, and widening part of the highway to four lanes.

The new 12-Year Transportation plan anticipates $61.9 billion being available over the next 12 years for improvements to roads, bridges, transit systems, airports and railroads. That compares with $63.3 billion in the last update in 2014, according to a PennDOT press release.

“Through ongoing efficiencies at PennDOT, we continue to stretch taxpayers’ dollars to reach as many transportation needs as possible,” PennDOT Secretary Leslie S. Richards said in the release. “This update reflects the progress we are making, chipping away at our large backlog of pavement and bridge needs while adding some capacity expansion to address long-standing desires for better mobility.”

The newly adopted program, which takes effect Oct. 1, anticipates $11.3 billion being available for state highway and bridge projects in the first four years. Public transit is in line for $8.6 billion; aviation, $354 million; rail freight, $229 million, and multimodal projects, $305 million.

Public input early in the 12-Year Transportation program played a key role in identifying investments in the various transportation modes. The plan has been submitted to the Federal Highway Administration and the Federal Transit Administration for review and approval. The Federal Highway Administration coordinates with the U.S. Environmental Protection Agency to review the plan’s conformity with air-quality requirements, the release said.

The Transportation Commission, which is chaired by Richards, consists of 10 appointed citizens and the majority and minority chairs of the state House and Senate Transportation committees. State law requires the commission to review and update the 12-Year Program every two years; no capital project can move forward unless it is included in the 12-Year Program, the release said.

Chesco launches initiative to get poll workers

In an effort to gear up for the November election, the Chester County Board of Commissioners is seeking help from the county business community to find poll workers for elections.

“Chester County has 228 precincts, and we need a small army of poll workers to make sure the voters of our county can efficiently cast their ballots,” Chester County Commissioners’ Chairman Terence Farrell said in a press release. “The Professional Civic Partnership Program will help us find civic-minded individuals to assist us in making sure Election Day runs smoothly.”

The program was launched on Friday, Aug. 12, at a gathering of the commissioners and representatives from the Department of Voter Services and chambers of commerce throughout the county, the release said.

“The concept for the program originated as part of Chester County’s first Leadership Development Program,” Commissioner Kathi Cozzone said in the release. “The group of Chester County employees participating in the leadership program was presented with a challenge that faces our Voter Services department in the run-up to Election Day each year. They researched the issue and proposed the idea of engaging Chester County businesses to find volunteer poll workers.”

Commissioner Michelle Kichline added that the program represents a non-partisan initiative. “We look forward to working with the business community in this public-private partnership, and are confident that the program will result in a great boost to the team of Election Day volunteers,” she said.

Each year finding enough people to be poll workers becomes more difficult, according to Kara Rahn, director of the Department of Voter Services. Rahn’s staff will train volunteers, the release said.

Guy Ciarrocchi, president and chief executive officer of the Chester County Chamber of Business and Industry, contacted county chamber leaders about the program. “Elections are an especially important pillar of American democracy,” Ciarrocchi said in the release. “Without the poll workers, the local precincts could not function efficiently.”

The county is asking local businesses to allow employees to act as poll workers without having to take a vacation day to do so. “This is a great way to show your support and commitment to the democratic process here in Chester County,” Ciarrocchi wrote to chamber leaders.

Unionville High again scores high

A national survey released this week ranked Unionville High School as the 49th best school in the country and the second best in the state.

“The Newsweek ranking is an honor that we share with our students, our community, and our colleagues throughout the entire district. Each member of our Unionville High School family works tirelessly to challenge our students, to connect with them, and to care for them.  This ranking is a true reflection of the world-class education that every member of the Unionville-Chadds Ford School District strives to provide to all of the children in our community,” said UHS Principal Jimmy Conley.

For the second year in a row, Conestoga High— in the Tredyffrin-Easttown School District — led the state rankings with a national rating of No. 36. The only other Pennsylvania school in the top 50 was Downingtown’s STEM Academy.

The Newsweek rankings assess schools based on a broad range of data to determine which institutions do the best job of preparing students for college, its website said.

In the U.S. World & News Report survey published earlier this year, Unionville High School was ranked No. 530 nationally and eighth in the state. A 2016 state ranking by niche.com, an online ranking service, showed two Chester County schools in the top 10: Conestoga at No. 1 and Unionville at No. 5.

Roadwork for week of Aug. 13

PennDOT has announced the following road projects, which are weather-dependent and could affect residents in the greater Chadds Ford area during the week of Aug. 13 through Aug. 20. Motorists are urged to allow extra time if they are traveling through one of the construction zones.

Pothole patching on Route 202 in East Goshen and Birmingham townships will continue to require lane restrictions between Brinton’s Bridge Road and Route 322. Crews are scheduled to work from Monday, Aug. 15, through Thursday, Aug. 18, from 9 a.m. to 3 p.m.

Also on Route 202, on Saturday, Aug. 13, crews are scheduled to perform litter removal and sweeping from 6 a.m. to 2 p.m. following the opening last week of the newly widened highway.

Utility installation will require a lane closure on Wilmington Pike in Westtown Township between Piedmont and Pleasant Grove roads from 9 a.m. to 3 p.m. through Wednesday, Aug. 17.

Route 1 in Concord Township will continue to be the site of utility installation through Sept. 1. Lane shifts will be needed on weekdays from 9 a.m. to 3 p.m. for the Mainline Health Care project between Brinton Lake Road and Applied Card Way.

Work will continue on the Speakman Covered Bridge in East Fallowfield and West Marlborough townships. Frog Hollow Road between Concord Bridge and Strasburg roads will be closed and detoured until the estimated completion date of Sept. 20.

Green Valley Road in Newlin Township is closed and detoured between Powell and Brandywine Creek roads due to structural deficiencies at the Green Valley Road Bridge. No repair date has been scheduled.

Burnt Mill Road in Kennett Township remains closed and detoured between Norway and Spring Mill roads while advance work continues on repairs to the Burnt Mill Bridge, which was closed on April 24, 2014.

Work is continuing on the Birmingham Road Bridge in Birmingham Township, which was closed in September due to structural damage. Posted 24-hour detours will be in effect between Lambourne Road and Stoney Run Drive. The completion date has been extended to Sept. 20.

On Tuesday, Aug. 16, through Friday, Aug.19, from 7 p.m. to 5 a.m., Broad Street in Philadelphia will be restricted between Spring Garden Street and Indiana Avenue for base repair followed by milling.

Kelly Drive will be closed from the Strawberry Mansion Bridge to Fountain Green Drive on Saturday, Aug.13, from 6 a.m. to 6 p.m. for the Bayada Regatta. Detours will be posted.

Also on Saturday, Aug. 13, in Philadelphia, the Mayor’s Cup Championship Runs will take place on Belmont Plateau and various locations in West Fairmount Park. The following streets will be closed from 6 a.m. to 4 p.m.: Strawberry Mansion Bridge; Ford Road from the park boundaries to Strawberry Mansion Bridge; Chamounix Drive from Belmont Mansion Drive to Greenland Drive; and Belmont Mansion Drive from Montgomery Drive to Belmont Avenue.
