Free advice that’s worth the price

It’s often said that free advice is worth exactly what one pays for it. But when a novice entrepreneur gets sound advice from someone who’s succeeded in business, that’s a different tune.

Offering that free advice is what SCORE is all about, according to Steve Crumrine, a SCORE counselor from the Chester and Delaware County chapter, who addressed the Chadds Ford Business Association during the group’s May 7 luncheon held at Antica on Route 1 in Chadds Ford.

The acronym used to stand for Service Corps of Retired Executives but, Crumrine said, about half of SCORE’s counselors are still working. The acronym still stands, however.

The group’s primary goal is to help people start a business, exploring legalities, taxes and financing. Even already established businesses can take advantage, though. He said SCORE counselors can help an entrepreneur plan and grow the business further and they can help those ready to sell their business and retire.

Crumrine’s chapter is one of more than 300 chapters across the country. While not part of government, his chapter works out of the Government Services Building in West Chester. Chester County commissioners and the federal government’s Small Business Administration are, what he called, strategic partners.

There are also resource partners, such as chambers of commerce, libraries and a variety of county organizations, as well as financial support partners that offer sponsorships.

SCORE offers face-to-face counseling and Crumrine said most of the counselors — all volunteers — offer their services just for that.

“They want to help people,” he said.

Counselors also give seminars and talks to business people on 20 to 30 different subjects. Many of those seminars are free or for “very little cost,” he said. One of the hot topics for those seminars is social media marketing.

There are also seminars on how to develop a strategic plan and on data security, among others.

He added one other point.

People in business always want to measure how their business is doing, and SCORE, being full of business people, is no different, he said. SCORE’s national organization also looks at performance indicators for the various chapters.

“They assess all 320 chapters…For 2015, the Chester and Delaware County SCORE was selected as Chapter of the Year,” Crumrine said.

Annual FOP ceremony honors fallen officers

In 1962, President John F. Kennedy proclaimed May 15 as National Peace Officers Memorial Day and the calendar week in which May 15 falls as National Police Week. Established by a joint resolution of Congress later that same year, National Police Week pays special recognition to those law enforcement officers who have lost their lives in the line of duty for the safety and protection of others.

Against that backdrop, Chester County Fraternal Order of Police (FOP) Lodge 11 holds its annual Law Enforcement Memorial Service. The public is invited to help pay tribute to fallen state and county heroes at the 12th annual ceremony on Thursday May 14, at 6:30 p.m. at the lodge headquarters: 218 N. Church St. in West Chester.

Area police departments typically send one or more officers in uniform for the ceremony. This year’s speakers will include State FOP President Les Neri, Chester County District Attorney Tom Hogan, Westtown-East Goshen Regional Police Department Chief Brenda Bernot, and Rev. Jack Crans. The program will be followed by a reception in the Squad Room Lounge.

Nationally, 127 officers died in the line of duty in 2014.  In Pennsylvania, five officers were lost – Sgt. Daryl Giles of the Philadelphia School Police, Pennsylvania State Trooper Byron Dickson, Pennsylvania State Trooper David Kedra, Perryopolis Borough Police Officer Richard Champion, and K-9 Rocco from the Pittsburgh Police Department, according to FOP officials.

National Police Week, which will run from May 10-16, will include the 34rd Annual National Peace Officer’s Memorial Day Services held at the U.S. Capitol on May 15.  At this service, the names of officers who fell in the line of duty in the past year are honored in a roll call, followed by a wreath-laying ceremony at the National Law Enforcement Officers Memorial.

This year South Londonderry Township Sgt. Sheryl A. Pierce from Lebanon County will have her name added to the National Law Enforcement Memorial Wall, after her death in 2013 was determined to have been in the line of duty, officials said.

Chesco man arrested for attempting to meet child for sex

Delaware County District Attorney Jack Whelan said a Chester County man is facing multiple felony charges for attempting to lure a 15-year-old boy for sex. The arrest comes at the conclusion of an undercover investigation by the Delaware County Criminal Investigation Division, Internet Crimes Against Children Task Force and Aston Township Police Department.

Rizwan Ahmed Alloo, 42, of 16 Baldwin Circle in Glenmoore, Chester County, faces a dozen charges including attempted statutory sexual assault and solicitation, for attempting to lure a 15-year-old boy over the internet into a sexual encounter.

On Friday, March 27, while acting in undercover capacity and posing as a 15-year-old boy named Nick, Det. Sgt. Gary Smith, of the Aston Police Department, responded to an internet ad titled, “Chester Springs, looking for a young bottom” posted by Alloo.

Over the next month, Alloo engaged in numerous conversations with “Nick” who he thought was a 15-year-old boy that developed into a sexual nature, through email and text messages. Alloo described specific sexual acts he wanted to perform on “Nick” and sex acts he wanted “Nick” to perform on him. During the conversations, Alloo sent nude pictures and sexual videos to “Nick.” On April 9, he told “Nick” through email that he liked having sex with boys and said “I hope you will send me some pics soon” and that he would love to see pictures of the boy’s genitals.

On Monday, April 27, Alloo told “Nick” that he wanted to “make out with him” and described specific sex acts he wanted to do. Alloo then told “Nick” that he wanted to take him to a hotel room. He worked out arrangements for them to meet the following Thursday, May 6, in Aston.

On that Thursday, May 6, “Nick” received a text message from Alloo to meet him at around 4 p.m. At approximately 2:55 p.m., surveillance captured Alloo when he departed from the 7200 Block of Hamilton Blvd., in Allentown. From there he traveled into Delaware County. At approximately 4:10 p.m. he sent a text that he was going to pick-up “Nick” some food from McDonalds.

At approximately 4:40 p.m., Alloo arrived in Aston at the location where he arranged to meet “Nick” at which time he was taken into custody by authorities.

Alloo was arraigned on Wednesday, May 6, by Magisterial District Judge Diane Holefelder who set bail at $500,000 cash. There were also conditions of no contact with minors including his own three children, psychosexual evaluation, surrender of his passport and no Internet. The preliminary hearing is scheduled for 1 p.m. on May 20, 2015.

“I would like to commend Det. Sgt. Gary Smith of Aston Police who handled the initial stages of the investigation, as well as Det. Ken Bellis for their swift action to apprehension this dangerous child predator,” said Whelan. “While the Internet is a valuable learning tool for our children, it also provides a doorway for sexual predators to attempt to lure and harm children. It is imperative that as parents we continue to monitor the online and cell phone activity of our children to protect them from predators that are out there looking for victims.”

Roadwork for week of May 10

PennDOT has announced the following road projects, which are weather-dependent and could affect residents in the greater Chadds Ford area during the week of May 10 through May 17. The department recommends that motorists allow extra time if they are traveling through one of the construction zones.

Patching is scheduled for Route 52 in East Marlborough, Pennsbury, Pocopson, and Birmingham townships. Lane restrictions will be needed between Creek Road and Route 926 from 9 a.m. to 3 p.m. from Monday, May 4, through Thursday, May 7.

Birmingham Road in Birmingham Township is scheduled for patching between Brintons Bridge Road and Route 842 from Tuesday, May 12, through Friday, May 15. Crews are scheduled to work from 9 a.m. to 3 p.m., resulting in lane restrictions.

Newark Road in Kennett Square Borough will be the site of lane closures between Routes 1 and 926 for base repair. The work will be done from 9 a.m. to 3 .m. from Tuesday, May 12, through Friday, May 29.

Patching will require lane restrictions on Route 52 in both directions in Kennett and Pennsbury townships. The work, scheduled from 9 a.m. to 3 p.m. from Monday, May 11, through Friday, May 15, will affect the stretch from Route 926 to Creek Road.

Route 82 in both directions in Kennett Township will require lane restrictions between the borough line and Delaware boundary for patching. Crews are scheduled to work from 9 a.m. to 3 .m. on Monday, May 11, through Wednesday, May 13.

On Route 202 in Concord and Chadds Ford townships, lane closures will be needed for roadwork associated with the Wegmans shopping center between Applied Card Way and Route 1 from 9 a.m. to 3 p.m. and 7 p.m. to 6 a.m. through Oct. 1

On Route 1 in Concord Township, lane closures will be needed between Brinton Lake Road and Route 202 from 9 a.m. to 3 p.m. and 7 p.m. to 6 a.m. through Oct. 1. Also on Route 1, 24-hour lane closures will be needed between Thornton and Conchester roads for work scheduled through July 7.

Southbound Route 1 lane closures are scheduled between Brinton Lake Road and Route 202 from 9 a.m. to 3 p.m. and 7 p.m. to 6 a.m. through Oct. 1.

Motorists on Boot Road in West Goshen Township will experience lane closures between Phoenixville Pike and North Chester Road through May 20 as crews work on paving from 9 a.m. to 3 p.m.

Traffic signal installation in Kennett Square Borough will continue to require lane closures on Cypress Street at Mill Road. Crews are scheduled to work from 7 a.m. to 3:30 p.m. on Monday, May 11, through Friday, May 15.

Burnt Mill Road in Kennett Township is closed and detoured between Norway and Spring Mill roads indefinitely while crews prepare for repairs to a bridge that collapsed on April 24.

Weekday lane closures are scheduled on eastbound Route 30 (Exton Bypass) between the Business Route 30 and Route 100 interchanges in West Whiteland Township, from Monday, May 11, through the end of the month for roadwork. The work, which includes patching and core borings to determine the extent of sinkhole activity, will be done from 9 a.m. to 3 p.m.

Route 100 will continue to be restricted to one lane in both directions between Sunrise Drive and Route 113 in Uwchlan and West Whiteland townships, on Monday, May 11, through Friday, May 15, from 9 a.m. to 3 p.m. for road widening.

One lane will remain closed on Interstate 95 North at the Commodore Barry Bridge for construction through July 14.
