Concord denies Wegmans

Concord Township Council Wednesday night approved outdoor dining at Terrain but denied Wegmans application to change its wine and beer sale hours. Conditional use hearings for both Wegmans and Terrain were held on Oct. 12

Wegmans attorney said during the hearing that the store in Concord is losing about 100 sales per month compared to the company’s other stores in Pennsylvania because Concord’s hours are more restrictive than at the other locations.

Leading up to Wednesday’s vote, township solicitor Hugh Donaghue said, “The applicant did not acknowledge that the township has the right to refuse the expanded hours of alcohol sales and, more importantly, the purpose of subject’s application was essentially just to increase the applicant’s revenue. There was no testimony at the hearing [showing] there was any public need for the request.”

The vote against was unanimous.

The vote on Terrain’s request for an outdoor dining area for up to 82 people was also unanimous, but in the affirmative, and came with 21 conditions. In addition to regulating alcohol sales and consumption, the applicant must also install a second driveway near the southern side of the property.

Terrain is at the corner of Route 1 and Evergreen Drive. Currently, there’s only one point of ingress and egress, and that’s limited to right in/right out only on the north side of the property nearest Route 1. The new driveway must be paved for 75 feet and will be a full-function access point allowing for both left and right turns, in and out, as well as straight-through traffic into and out of the Town Center on the east side of Evergreen.

Other business

Council approved a snow removal contract for this coming winter to JC Property Management of Media. No specific dollar figures were announced but Council Co-Vice President John Gillespie said JC Property was the lowest bidder.

The township will hold its hearing on the proposed 2024 budget next Tuesday, Nov. 14 at 7 p.m.

The adult social dance at the BYC gym is this Saturday, Nov. 11, from 7- 10 p.m.
