Parking changes for Constitution Drive

Pennsbury Township supervisors Wednesday night made good on a promise to change parking regulations on Constitution Drive in Chadds Ford Knoll. Parking rules were changed in January prohibiting parking on both sides of the street. Residents complained in February and last month Supervisors’ Chairman Aaron McIntyre said a decision would be made in April.

The “No Parking” signs will come down and new signs indicating no parking during weather emergencies will go up. There may be other limitations, however, such as allowing on-street parking only on one side of Constitution Drive, but that remains to be seen. Ironically, none of the residents who wanted the change were on hand to hear the April decision.

McIntyre said supervisors toured the street and met with the roadmaster and the township engineer to see what could be done. Engineer Matt Houtman gave his report during Wednesday night’s meeting.

“My recommendation to the board is to enact an Emergency Snow Route on Constitution Drive from Baltimore Pike to Virginia Place,” Houtman said. “Those are the two main entrances to the Knoll and the two areas where road crews have the most difficulty plowing during snow events.” He continued saying he suggests three signs on each side of Constitution, then another three on Virginia.

He also wants residents to use “some sort of common sense” and only park on one side of the road. If parking on both sides becomes a problem, then parking may be formally restricted to one side of the street only.

“But for now, my recommendation to the board is to remove the parking restrictions on Constitution Drive.”

McIntyre and fellow Supervisor Wendell Fenton each said the recommendation is consistent with the concerns of the residents who spoke up during the February and March meetings.

Before the change can fully take place, however, there needs to be some formal action according to township solicitor Tom Oeste. He explained that supervisors first need to repeal the current parking restriction on Constitution, then enact a snow emergency ordinance. He said he could have those documents ready for the May meeting.
