Timothy Joseph Toomey of West Grove

Timothy Joseph Toomey of West Grove, died peacefully on St. Patrick’s Day after a brief illness, at Twin Pines Health Care Center.

Born in West Chester, he was the son of the late  Joseph M. Toomey and the late Anne O’Brien Toomey.

He was a graduate of Kennett High School.

Timothy was a plumber in the area for many years.

Tim enjoyed gardening and spending time with his family.

He is survived by his son, Lucas C. Toomey (Aislinn); daughter, Kate E. Toomey; granddaughter Gwenivere Toomey, and stepson Rob Toomey. He is also survived by his sisters, Sheila Toomey Dougherty (Dana) and Kate Toomey Valentino (Gabriel) and many nieces and nephews.

He was predeceased by a brother, Michael J. Toomey, and a sister, Patricia J. Toomey

A Mass of Christian Burial will be held at 10 a.m. Wednesday,  March 29, at Assumption of the Blessed Virgin Mary Church, 300 State Road, West Grove. Burial will follow in St. Mary’s Cemetery in West Grove.

Aggressive drivers targeted

PennDOT has announced that more than 80 municipal police departments from Bucks, Chester, Delaware, Montgomery, and Philadelphia counties will join the Pennsylvania State Police in a coordinated aggressive driving enforcement wave to help reduce the number of crashes, injuries, and fatalities on area roadways as part of a statewide mobilization that runs through April 23.

The enforcement wave will focus on distracted driving, speeding, and work zone awareness. Motorists exhibiting other unsafe behaviors such as driving too fast for conditions, following too closely, or other aggressive actions will also be cited.

Law enforcement will use traffic enforcement zones, saturation patrols, speed enforcement details, corridor enforcement, work zone enforcement, and multi-jurisdictional patrol strategies to identify and cite aggressive drivers.

The enforcement is part of Pennsylvania’s Highway Safety Program and is funded by part of PennDOT’s investment of federal funds from the National Highway Traffic Safety Administration.

If you encounter an aggressive driver, PennDOT offers these tips:

Get out of their way and don’t challenge them.
Stay relaxed, avoid eye contact, and ignore rude gestures.
Don’t block the passing lane if you are driving slower than most of the traffic.
Do not attempt to follow or pursue the vehicle. You or a passenger may call the police. But, if you use a cell phone, pull over to a safe location.

Preliminary 2022 crash data shows there were 1,326 aggressive driving crashes, resulting in 37 fatalities and 94 suspected serious injuries in Bucks, Chester, Delaware, Montgomery, and Philadelphia counties. Aggressive driving crashes are crashes involving at least two aggressive driving factors in the same crash. Factors include, but are not limited to, running stop signs or red lights, tailgating, careless turning or passing, and driving too fast for conditions.

The goal of targeted enforcement is to reduce the number of aggressive driving-related crashes, injuries, and deaths on roadways throughout the state. Any aggressive driver stopped by police will receive a ticket.

Frances V. Culgan of Kennett Square

Frances V. Culgan, 96, of Kennett Square, died Tuesday, March 14, at home in Kendal at Longwood Retirement Community. Born in Atlanta, Ga., she was the daughter of Francis Van der Veer and Isabel Alexander Van der Veer. She was the wife of the late John McDonald Culgan with whom she shared 36 years of marriage.

Frances spent the majority of her life in the north, having had homes in Wilmington, Chadds Ford, and Kennett Square, but Atlanta and the south were never far from her heart. Grace and beauty defined her, and a hint of her charming southern accent was always present when she spoke. She was much admired for her kindness, love of nature, curiosity, and passion for life as well as her spirituality.

Frances is survived by her three children; Margaret Culgan of Dallas, Texas, David Culgan of West Grove, and Jeffrey Culgan and his wife Blanche Diane Stirrat of Oxford. She is also survived by three grandchildren and one great-grandchild. In addition to her husband, she was predeceased by her son, John Van der Veer Culgan.

You are invited to a Service of Celebration and Thanksgiving for the Life of Frances at 11 a.m. on Thursday, March 30 at the Episcopal Church of the Advent, 401 North Union Street, Kennett Square, PA 19348. A private interment will follow at Birmingham-Lafayettte Cemetery.

The BVSPCA is also holding a playgroup adoption event on Saturday, March 25. It’s going to be a super fun day for potential adopters to come to the campuses and see dog-friendly dogs out playing in the yards together. See how they interact with each other and get a real sense of their true selves. Then, adopters can ask to meet dogs from the playgroups with their own dogs or alone to see if they would be a good fit to join their home. The playgroups will be running on March 25 from noon to 2 p.m., and the SPCA will be open during normal hours, 11 a.m. through 5 p.m. for adoptions as well. It will be a super fun, high-energy day to really show off our dog-friendly dogs and how we work with them every day to get them ready for their forever homes.
