Concord passes budget

Concord Township Council members passed the 2023 budget Tuesday night. As anticipated, property taxes remain the same.

The budget is balanced with revenues and expenses expected to be $4.1 million and with a total property tax levy of 0.514 mils for properties where there are fire hydrants and 0.453 mils without. (A mil is a tax of $1 for every $1,000 of assessed property value.)

Those totals are broken down as 0.206 mils for the general fund, 0.064 for the library fund, 0.105 for fire services, and 0.139 for open space.

Of the total $4.1 million budget, $500,000 is earmarked for the road program and more than $450,000 for land acquisition and historic preservation. Additionally, more than $800,000 is budgeted for public safety and $950,000 for trail and park improvements, $270,000 is dedicated to the Concordville Fire Co., and $800,000 for grant-funded projects.

Council’s next regularly scheduled meeting is Tuesday, Jan. 3, 2023.

Brett Jonathan Witte Lincoln University

Brett Jonathan Witte

, 40, of Lincoln University, died Saturday, Dec. 3. Born in Washington, DC, he was the son of Carl Witte and Joyce (Smith) Witte.

He graduated from Avon Grove High School. He was an extraordinarily talented artist. He was also a skilled tattoo artist, and proud of his business, Rogue Toad Tattoos. He became an Eagle Scout when he was 17 and his love of the outdoors pervaded every aspect of his life. He was a compassionate person. Most of all, he loved his daughters.

In addition to his parents, he is survived by his daughters, Melanie and Evelyn; sisters, Michelle Lewis (Edward) and Kristin Kassner (Andrew); brothers, Carl J. Witte and Bryan Witte (Annie).

You are invited to visit with Brett’s family and friends from 1:30 – 2 p.m. with his Celebration of Life following at 2 on Friday, Dec. 9, at the Christian Life Center, 125 Saginaw Road, Lincoln University, PA 19352. Refreshments will be offered in the church gathering area after the service.  Interment will be held privately.

Edward J. Fahey, former Kennett mayor

Edward J. Fahey, 94, a resident of Jenner’s Pond Community in West Grove, died on Saturday, Dec. 3, at Christiana Hospital. He was the husband of Susan M. Brewster Fahey and the late Elizabeth Mullen Fahey who preceded him in death, as did his parents, Robert E. and Kathryn Keating Fahey, and a sister, Josephine Fahey.

He is survived by four children: Susan Calio (Jay), Patricia Donmoyer (Larry), Robert Fahey (Carolyn Wilhelm), and Jane Orner (John); 10 grandchildren: Michael Calio (Lindsay), Mark Calio, Brian Calio (Julia), Sean Donmoyer (Kait), Nathan Donmoyer (Ami), Erin Danley (Sheldon), Lauren Barolin (Austin), Matthew Fahey, Andrew Orner, and Brendan Orner (Natalie), as well as 11 great-grandchildren. He is also survived by Susan’s four children and seven granddaughters, all of whom loved him dearly.

Ed was raised on his family’s farm in Kennett Township and attended St. Patrick Elementary School and Kennett High School, followed by the University of Delaware where he earned a degree in engineering and later an MBA. He served as an Army artillery officer and then had a 40-year career with All American Engineering Company in Delaware where he rose to president in 1971 and was also responsible for subsidiaries in Ireland and England. Ed was proud of the company’s roles in America’s military and space programs and in exporting flight safety equipment to 35 foreign countries.

Ed was a member of St. Patrick parish and the Kennett Coffee Klatch, and a former member of the Kennett Country Club where he and Betty enjoyed playing tennis. He served on zoning, school, symphony, United Way, and library boards, plus a term as mayor of Kennett Borough. He enjoyed travel, water coloring, singing, sudoku, and delivering programs at Jenner’s Pond, and he was a faithful fan of the Phillies, Eagles, and Penn State football.

He was an enthusiastic supporter of all the sports, endeavors, and activities of his children, grandchildren, and great-grandchildren, and he was delighted to get to know Susan’s extended family.

His life experiences provided Ed with many stories that he recounted with great detail and humor.  He relished each relationship he developed whether it was from college, work, Kennett Square, Jenner’s Pond, or his extended family and their friends – all of them grew to love Dad /Ed /Big Ed /Edward/ Pop for the caring and truly decent man he was.  A special highlight for the Fahey clan was the beach week he provided each year, where most recently 39 family members gathered to laugh and love.

Family and friends are invited to Ed’s memorial Mass of Christian Burial at 10 a.m. Saturday, Dec. 10, at St. Patrick Catholic Church, 212 Meredith St., Kennett Square, PA  19348.  You are also invited to a visitation with family and friends from 11:30 a.m. – 12:30 p.m. at Kennett Square Golf and Country Club, 100 East Locust Lane, Kennett Square, PA  19348 with a reception to follow.   Interment will be held privately.  In lieu of flowers, the family suggests contributions in Ed’s memory to Community Volunteers in Medicine (https://www.cvim.org/), the American Cancer Society (https://donate3.cancer.org), or the Arthritis Foundation (https://www.arthritis.org/).

Police Log. Dec 7: Indecent exposure, kidnapping

Evan Weselyk, 30, of Glen Mills, was arrested for kidnapping on Dec. 2, according to state police. According to the report, Weselyk, armed with a shotgun, forced a 64-year-old woman from her home in Concord Township. He then drove her to different locations demanding she ask for money from family members. Aston police made the arrest but turned the suspect over to state police.

State police said Dejuan A. Craig, 30, of Wilmington, was cited after he struck a marked police car that was pursuing him following a retail theft at the Target in Concord Township. According to the police report, two marked patrol cars with lights on were trying to force the vehicle to stop, but Craig struck one of the police cars, then reversed and tried to flee. Both occupants were eventually taken into custody.

Nicholette Micucci, 20, of Quakertown, was arrested for DUI following a traffic stop for vehicle code violations in Chadds Ford Township on Nov. 27, police said. Police made the stop on Route 202 at Dilworthtown Road at 3:29 a.m.

Police are investigating the theft of a package from the John Farm Lane Apartments in Concord Township on Dec. 2. The package contained a thumb brace and a black flashlight with a total estimated value of $100.

The Pennsylvania State Police are investigating an incident where a male was discovered to be masturbating in his vehicle in an open parking lot. The man was later identified as James Lipford, 31, of Philadelphia, according to police. A report said Lipford was parked directly next to a female who observed the male engaging in the act of masturbation. The suspect is also being investigated for two prior incidents involving the same accusations. The incident happened on Oct. 26 in a parking lot at Route 1 and Evergreen Drive in Concord Township.

Police are investigating the theft of empty cigarette display boxes from the Wawa on Naaman’s Creek Road in Concord Township. The incident happened on Oct. 29.

Avondale Barracks

Steve M. McFalls, 63, of Coatesville was charged with DUI following a one-vehicle crash on Doe Run at DuPont Road in West Marlborough Township on Nov. 3, a police report said. According to that report, McFalls was driving north on Doe Run when he lost control and veered into the southbound lane, hit a PennDOT sign, and wound up in a ditch. EMS from Modena Fire Co. took him to Chester County Hospital for suspected injuries.

On Dec. 1 at 5:12 p.m., state police were dispatched to the Walmart in East Marlborough Township for a shoplifting report. Two teenage girls, 16 and 15 years old were arrested for stealing cosmetics. No other details were released.

A Kennett Township teenager was arrested on charges of indecent exposure in East Marlborough Township on Oct. 29, according to a police report. The report said the teen admitted to flashing his genitals and was taken into custody. No other details of the incident were reported.

An unidentified driver was cited for following too closely following a rear-ender accident on Lenape Road in Pennsbury Township on Nov. 17. Police said the driver struck another vehicle that was stopped for a light at the intersection of Routes 52 and 926.

State police arrested the driver of a Porsche Cayenne for DUI at S. Broad and Juniper streets on Dec. 2. No other details of the incident were in the report.

Police said a 17-year-old boy from Kennett was arrested for making terroristic threats at Unionville High School on Nov. 29. The investigation is ongoing.

Kennett Square Police Department

Borough police said Collin Watson, 21, of Kennett Square was charged with terroristic threats, simple assault, and other related charges, following an altercation in which he allegedly pushed two victims while threatening various forms of violence against them. The incident occurred on Nov. 28, at approximately 8:06 a.m., in the 500 block of Magnolia Street. Criminal charges were filed.

Kevin Osborne, 59, of Nottingham, was arrested and charged with terroristic threats and related charges, following an incident in which two male subjects were fighting, according to a police report. The incident happened on Nov. 26 at approximately 12:41 p.m., in the 400 block of South Union Street. Police said it was later reported that Osborne had been sending threatening text messages to the homeowner previously and traveled to the residence, where an argument then occurred. Osborne was advised by KSPD earlier this year that he was not allowed on the property. Osborne was taken into custody and was transported to Chester County Prison to be arraigned.
