Eugenie Josephine Beutler, formerly of Chadds Ford

Eugenie (Jean) Josephine Beutler, 86, formerly of Chadds Ford, died Friday, June 7, in Miami, Fla. with her family around her.

Jean was born in pre-war Czechoslovakia at the height of the depression. She lived through the entirety of the Nazi occupation of Czechoslovakia. After the war, her mother and stepfather were unable to exit the country with her and were forced to leave Jean behind in the care of an aunt. At age 14, Jean traveled alone to the United States where she rejoined her mother and stepfather in Newark, N.J. She did not speak a word of English.

She learned English, attended Rutgers University, received her master’s degree from Kean University and her doctorate from Rutgers in psychology.

She married Richard Beutler in 1952. She was mother to Alan Beutler and Mark Beutler. Eugenie and Richard remained married until his death in 1999. Jean was committed to education and she saw that her son, Mark Beutler, became an attorney and that her grandchildren’s educational aspirations were achievable. Her grandchildren are a doctor, an anesthetist, an accountant, a writer and English teacher, and a child advocate. She has five grandchildren and six great-grandchildren. She also sponsored the education of a young member of the Navajo Nation living in New Mexico, whom she frequently visited. Her generosity knew no limits. Jean loved animals and could make anything grow.

She later relocated to Chadds Ford. She was a faithful member of the Princeton Chapter of the American Rhododendron Society. She also loved Rogers and Hammerstein musicals and championed the arts, taking her grandchildren to see Les Miserables and Phantom of the Opera on Broadway. Her great-grandchild Emersyn Beutler Massaro has the title role in Oliver at the Heart Theatre. We, her family, cherish the matriarch of our family and celebrate her life well lived.

Police Log June 26: DUI

Southern Chester County Regional Police

According to a police report, Austin S. Biaselli, 25, of Newark, was arrested and charged with violations of the Controlled Substance, Drug, Device, and Cosmetic Act / Act 64 (including possession with intent to deliver a controlled substance), along with DUI (Controlled Substances), after he was arrested on an outstanding Philadelphia Police Department warrant and was found to be in possession of 44 bags of suspected heroin and approximately 50 needles. The incident occurred in the 100 block of Scarlett Road, in New Garden Township. Biaselli was processed and was transported to Central Booking where he was held for arraignment. He was released after posting $50,000 10 percent bail.

Police said Gabriel Reynoso-Alvaro, 26, of Toughkenamon, was arrested and charged with DUI and related traffic offenses, following a traffic stop for erratic driving. The incident occurred on May 11 at 11:34 p.m., between the 1600 block of Baltimore Pike and Willow Street, in New Garden Township. According to the police report, Reynoso-Alvaro showed signs of intoxication and a field sobriety test showed impairment. A breath test showed a blood alcohol level of 0.132 percent. A records’ check revealed that he was an unlicensed driver. He was processed and later released pending issuance of a summons.

DelCo holding forum on new voting system

Delaware County residents are invited to discuss the five new proposed voting systems during a public forum on July 9 at 4 p.m. in the Delaware County Council Public Meeting Room (201 West Front St., Media, PA.)

The public forum, hosted by the County’s Board of Elections and Delaware County Council, is being held to allow for the public’s input on five new proposed voting systems.

In April 2018, the Pennsylvania Department of State notified all counties of a December 30, 2019 deadline to select a new voting system that provides a voter-verified paper record. The new systems are to be in use no later than the 2020 primary election. The directive requires counties to use machines that have a paper trail that can be verified by voters and audited.

The County’s Board of Elections, Delaware County Council and the County’s Executive Director began researching new voting systems in 2017 to identify systems that would have to meet the new federal and state requirements. In Pennsylvania, every voting system and paper ballot must include plain text that voters can read to verify their choices before casting their ballot. Election officials will also use the plain text to perform pre-election testing and post-election audits and recounts.

There are five systems, certified by the federal and state governments which provide a voter-verified paper record: Clear Ballot, Dominion Voting, ES&S Election Systems & Software, HART Intercivic, and Unisyn.

Each of the systems was displayed at a public demonstration on June 6, allowing residents to learn more about each system and to also test the machines. Representatives from each of the five companies were on hand to answer questions and a survey was available to assess the community’s feedback.

Delaware County plans to have a contract in place with a vendor by the last quarter of 2019.
