Scam alert in DelCo

Delaware County has been made aware of a resident reporting that a person posing as a data collector for the County’s Tax Reassessment Project requested to enter her home. The County reminds residents that the data collectors hired by Delaware County will never ask to enter a home. They have been trained to knock, identify themselves if someone is home, and inform the occupant of the reason for their visit. Data collection is done from the outside.

The County also reminds residents that data collectors will always be wearing a bright yellow vest bearing the Tyler name on the back and displaying a county-issued identification. If a resident encounters a person posing as a data collector and asking to go into their home they should immediately report it to the police. Residents can also call the Reassessment Hotline if they have any questions or concerns: 610-891-5695.

In March 2017 Delaware County was ordered by the Court to conduct a countywide property tax reassessment, effective for the 2021 tax year. Delaware County Council contracted with Tyler Technologies Inc. in 2017 to provide real property appraisal services for the County’s 2020 general reassessment. The project, which is being implemented through the County Treasurer’s Office will utilize Tyler’s appraisal and street imaging services. Council also contracted with Eagleview to provide pictometry imagery of properties.

During the initial phase of this project, which began in December 2017, Tyler will provide the County with detailed, high-resolution street-level images. Tyler will be photographing properties from inside white vans which will be clearly marked. The images will only be taken from the street and Tyler staff will not enter private property. To alleviate any privacy concerns images will not be taken of homeowners and/or children. Street level images are currently being collected in areas throughout the County.

Once images of a property are collected, appraisers will visit some of the properties. Approximately 20% of all properties will be visited by a data collector in order to correct any discrepancies found during the verification process. The data collector will measure the outside of all structures on the property. If the property owner is not home to provide interior and other information, the data collector estimates the inside features based on similar properties in the neighborhood. Data collectors will be wearing a bright yellow vest bearing the Tyler name on the back.

The reassessment project includes data gathering, verification of data, establishment of assessed values and an opportunity to appeal.  The digital images will improve the quality of visual data used by the County and Tyler appraisers.  The project will also allow verification and correction of address discrepancies.  Additionally, the images will be helpful for emergency management recovery reports, necessary for state and federal assistance.

Tyler staff will be in Delaware County throughout the reassessment process, concluding in 2020. During the duration of the project, Tyler will be in communication with the County, providing county and municipal officials, and local law enforcement updates on current collection locations and expected duration.

Eagleview will be providing Delaware County with aerial imagery, known as pictometry.  The process, beginning in the spring will include a plane-based aerial collection of both orthogonal (straight down), and oblique imagery (birds-eye view) of the entire county. The aerial imagery will benefit the reassessment project, enabling a more cost-effective, and less invasive means of confirming building improvements on properties in the County. Aerial views will aid in determining which properties require further physical inspection or updates to records, and will be used throughout the project.  In addition to the benefits to the reassessment project, the imagery will also benefit several other County departments ranging from planning to public safety.

The County held six public informational meetings across the county this spring to educate residents and answer questions regarding the project.

Mixed Media: Call to artists

John Suplee Gestural Landscape at Church Street Gallery

It’s back to school season! Which means it is also submission and call for entry time for artists. I’d like to start today’s article off by introducing some opportunities and deadlines to artists in the area.

First, the much anticipated Fourth Annual National Juried Show with Oxford Art Alliance will be accepting applications through August 31. The deadline has been extended from the original August 24th deadline. This exhibition will debut in October and feature works of artists from all over the country. Juror Al Gury, Chair of the Painting Department at the Pennsylvania Academy of Fine Arts in Philadelphia, will host a Gallery Talk and Award Presentation on October 21st. So, finish up those brush strokes, add that last layer of matte medium, and submit your work before times up!

Next up, we have a submission deadline for Chester County Art Association’s upcoming exhibition, Before The Fall. Drop off dates are 8/24 and 8/25. This show is not juried and will be featured in the West Chester galleries during the month of September. Reception will be held Thursday, September 6 from 5 to 7 p.m. The show will coincide with Linda Braceland’s Solo Exhibition. She will present an artists talk on Thursday, September 13 at 6 p.m. Exhibition runs from September 6 to October 6.

Gallery 222 will unveil a new exhibition, Mortenson, McAndrews and Sedor, on August 29. Named for the three contributing artists, Portia Mortenson, Mick McAndrews, and Denise Sedor, this show features their paintings. Stop by on August 29th, 7 to 8:30 p.m. for a complimentary glass of wine and light bites while Mick McAndrews provides a painting demonstration. McAndrews is currently a signature member of the Philadelphia Watercolor Society (Crest Award), the Pennsylvania Watercolor Society (Sylvan Grouse Guild) and the Baltimore Watercolor Society. Mortenson is also an Artist Member of the Mid-Atlantic Plein Air Painters Association. The reception for this exhibition will be held Thursday, September 6th from 5:30 to 8:30 p.m.

John Suplee’s work from the 1980’s and 1990’s is on display now at Church Street Gallery through September 1st. I stopped in last week to take a look for myself. Pop in and enjoy the colorful beach scenes, or the more abstracted bovine paintings. One of my favorite, is a simple, gestural landscape from the artists collection which greets you a you enter the space.

While you’re in West Chester, stop by the Art Trust gallery. Their new mixed media exhibition, “Mixed,” features work by Jim Roberts, Jennifer Hartz, and Sharon Bartmann. The show is on now through September 28th. Stop by for the reception on First Friday, September 7 from 5 to 8:30 p.m. and the artist talk on September 27th at 7 p.m.

County participates in ‘International Overdose Awareness Day’

Last year, 97 pinwheels were displayed at the Chester County Justice Center for International Overdose Awareness Day – representing the 97 lives lost in 2016 to accidental drug overdose. This year’s display of pinwheels will increase to represent the 144 lives lost to accidental drug overdose in 2017.

As part of Chester County’s commitment to tackle the opioid and heroin epidemic, the County’s Department of Drug & Alcohol Services announces the County’s participation in “International Overdose Awareness Day” on Friday, August 31, 2018.  On this day, the County will be joining communities around the world in encouraging residents, businesses and organizations to raise awareness of overdose, reduce the stigma surrounding overdoses and drug-related deaths, remember the lives lost to overdose and acknowledge the grief felt by families and friends who have lost a loved one.

To mark the occasion, 144 pinwheels will be displayed in front of the Chester County Justice Center on Market Street in West Chester and the Chester County Government Services Center on Westtown Road, representing the 144 lives lost to accidental overdose in Chester County in 2017.  In addition, citizens are invited to participate in a moment of silence on August 31st at 9:30 a.m. to remember those lost to overdose and the loved ones left behind.

“Sadly, Chester County lost more loved ones to accidental drug overdoses last year than in previous years,” said Vince Brown, executive director of the Chester County Department of Drug and Alcohol Services.

“Our community, as well as our country, continues to face an opioid and heroin epidemic and the disease of addiction knows no bounds,” he added. “Addiction does not discriminate against age, race, socioeconomic status or education level.”

Several Chester County organizations will be holding events on August 31st in honor of “International Overdose Awareness Day”. Events include:

  • Candlelight Vigil hosted by Kacie’s Cause at First Baptist Church, 415 W. State Street, Kennett Square,  from 7 -8 p.m. This event will include featured speakers, a lighting of candles and “open mic” share for the attendees.
  • Candlelight Vigil hosted by Kacie’s Cause at The Green of Oxford Presbyterian Church, 3rdStreet, Oxford, Pa 19363 from 7-9 p.m. This event will include featured speakers, a lighting of candles, ABE the pony, the Kacie’s Cause Mascot, and “open mic” share for the attendees.
  • “Building Community, Sharing Hope” hosted by Pennsylvania Recovery Organization-Achieving Community Together (PRO-ACT), at Charles A. Melton Center, 501 E. Miner Street, West Chester, from 6-8 p.m. This event will include a free buffet dinner, free Narcan®, several keynote speakers, recovery resources, and a moment of silence with a luminary ceremony to remember the victims of the disease of addiction.

Chester County remains committed to tackling the opioid and heroin epidemic through intensive health, education, treatment and law enforcement measures, coordinated by its Overdose Prevention Task Force.  The County recently announced the date of its 2018 Chester County Color 5K, an event aimed at raising awareness, reducing the stigma and raising funds to support overdose survivors, their families and friends.  The Chester County Color 5K will be held in Everhart Park in West Chester on Saturday morning, Nov. 10. PAWS for People will hold training sessions for potential pet therapy teams in Kennett Square during September. There is a Sept. 13 orientation and a Sept. 27 training session from 5:30 to 8:30 p.m. Both sessions are required and will be held at The Friends Home, 147 W. State Street in Kennett Square. Anyone with a gentle, people-friendly pet who is interested in volunteering time to work with children and adults with varying needs should attend. PAWS for People provides therapeutic visits to individuals who will benefit from interaction with a well-trained loving pet. Therapy teams consist of one volunteer and one pet who have both completed rigorous training and testing. Pre-registration is required. Will you join the Cause or support the Crown? On Thursday, Sept. 13, from 7-9 p.m., the American Revolution will be the subject of the Chadds Ford Historical Society’s Tavern Talk. Converse with a camp follower and learn about women’s role with the army, sing along to sea shanties and learn some sailor phrases to make life on the sea more bearable. Tavern Talks is a monthly experience aimed exclusively for adults 21 and older that focuses on unexplored aspects of early American history and culture at the Chadds Ford Historical Society’s Barns Brinton House, an historic 1714 tavern, located next to the Chaddsford Winery at 630 Baltimore Pike.
