Planners recommend approval for two applicants

Chadds Ford Planning Commission members, Wednesday night,
voted to recommend to supervisors that they approve two land development plans.
One plan is for a residential property and the other is for Brandywine Coachworks. Both votes were 4-0.

Peter and Joann Cona, living at 2 Ridings Way, bought an
abutting property at 145 Ridge Road. They sought the recommendation to
subdivide the Ridge Road property so that the existing house would have its own
lot, while the rest of the property would be added to the existing Ridings Way
property.

Engineer Joe Viscuso said the idea was for the Conas to
“protect their interest.”

Peter Cona said the additional lot would be left as a place
for the neighborhood kids to play, with a portion to be used for a garden with
some trees. There is no proposed construction.

Both properties are within the 1-acre zoning district. Even
with the reverse subdivision, the remaining lot and house at 145 Ridge Road are
true to the zoning code. The Conas plan to sell that property, Peter Cona said.

Brandywine Coach Works is an auto body repair business with
existing locations in West Chester and Exton. Plans are to move into the former
Family Chrysler location on Route 1 near Route 202.

There is an existing 18,000 square foot building and plans
call for an addition of 6,600 square feet. The addition will allow the business
to work on 29 vehicles inside at any given time, according to owner Dave
Schultz.

Michael Gill, the applicant’s attorney, told the
commissioners that 11,000 square feet of external impervious space would be
returned to green cover, that an existing nonconforming light fixture will be
removed, that total artificial light will be reduced and there will added
landscaping.

Gill responded to numerous points in an engineer’s review
letter, calling it “benign” and said there was “nothing we can’t comply with.”

The land development plan is running simultaneously with a
conditional use hearing. That hearing is continued to Sept. 1.

Planning Commission members voted to recommend preliminary approval
subject to conditional use approval.
