Media Barracks

• State police said Patrick O’Shea, 46, of Glen Mills, was arrested on charges of criminal attempt rape, criminal attempt, indecent assault, strangulation, and simple assault. The incident happened on Jan. 14 at a business in the 200 block of Route 202 in Concord Township. According to the police report, the victim was alone at the business when O’Shea entered, began a conversation, and then followed her into a small room where he physically assaulted her. She fought back and was able to escape to a safe location. O’Shea followed her but then fled, police said, but was apprehended anyway. He was unable to post bail of $500,000 and committed to Delaware County Prison.

• Aaliyah Hightower, 19, of Downingtown, was arrested for DUI in Birmingham Township on Jan. 1, a police report said. According to that report, troopers initiated a traffic stop on Route 202 and later determined that the driver, Hightower, was driving under the influence of alcohol. The report did not mention the reason for the 3:08 a.m. traffic stop.

Avondale Barracks

• Police said William P. Powell, 66, of West Grove, was cited for driving at an unsafe speed following a three-car crash on Route 926 in West Marlborough Township on Jan. 7. A report said one car was stopped at the top of a hill because of a snow drift when a passerby stopped to help. While help was being given, Powell drove up and struck one of the other cars which struck the other in turn, the report said.

• A 17-year-old girl was cited for her involvement in a two-car crash on Route in East Marlborough Township on Dec. 20. Police said she made an improper lane change at a work site and struck another car.

• No names were given, but police said they arrested several occupants in a vehicle after they stopped it for traffic violations on Route 1 in east Marlborough Township. Police said there were “indicators of criminal activity.” The report says the nature of the incident is drug possession. The incident happened at 11:14 a.m. on Jan. 14.

• State police arrested two people on disorderly conducted charges on Jan. 19. The incident happened in a parking lot on School House Road in East Marlborough Township at 11:57 a.m. The two people, not named in the report but identified only as a 24-year-old woman from Kennett Square and a 38-year-old man from Lancaster, were arguing over a parking space.

• Police arrested an Uber driver for DUI on Jan. 1 shortly before 2 a.m. on Route 202. The report gave no reason for the traffic stop, saying only that the driver was a 28-year-old man from Upper Darby, and that the two passengers were a man and a woman from Talleyville, Del.

• Marcos J. Pastrana-Rodriguez, 22, of Wilmington, was cited for driving at an unsafe speed following a one-car crash in Pocopson Township on Jan. 20, a police report said. The incident happened at 7:42 a.m. on Northbrook Road. According to the report, Pastrana-Rodriguez was driving north on Northbrook but was driving too fast for conditions, was unable to stop as he approached a curve, and ran off the road and down an embankment. Police reported no injuries.

Kennett Square Police Department

• Borough police are investigating the theft of an air hose from a gas station on S. Union Street on Jan. 13 at about 12:30 p.m. The report said two unknown men took the hose from the air compressor and fled. One of the suspects was wearing a maroon jumpsuit and a black hat, while the other was wearing black pants and a black sweatshirt with a white design on the back.

• Police arrested a fugitive from justice on Dec. 20. They later identified the man as Cesar Barreto-Quinones. The report said officers initiated a traffic stop after observing a white Ford SUV make an illegal right turn on red at S. Broad and E. Cypress streets. They ran the name through the National Crime Information Center and learned about an active warrant for his arrest in Wilmington.
