Roadwork for week of Feb. 6

PennDOT has announced the following road projects, which are weather-dependent and could affect residents in the greater Chadds Ford area during the week of Feb. 6 through Feb. 13. Motorists are urged to allow extra time if they are traveling through one of the construction zones.

Lane restrictions will continue on 202 in Birmingham, Thornbury, and Westtown townships between Routes 1 and 926. Crews are scheduled to work on patching from 9 a.m. to 3 p.m. from Monday, Feb. 8, through Thursday, Feb. 11.

Drivers on Route 1 in Concord Township will continue to experience lane restrictions between Powell and Stoney Bank roads from 9 a.m. to 3 p.m. Crews will be working on turning-lane reconfigurations through Friday, Feb. 26.

Work is continuing on the project to widen Route 202, which is scheduled for completion in August 2016.  Motorists should expect delays for traffic pattern shifts in Tredyffrin and East Whiteland townships.

Work will also continue on the Speakman Covered Bridge in East Fallowfield and West Marlborough townships. Frog Hollow Road between Concord Bridge and Strasburg roads will be closed and detoured until the estimated completion date of Sept. 20.

Burnt Mill Road in Kennett Township remains closed and detoured indefinitely between Norway and Spring Mill roads while advance work continues on repairs to the Burnt Mill Bridge, which was closed on April 24, 2014.

The Birmingham Road Bridge in Birmingham Township is also closed indefinitely to repair structural damage discovered in September. Posted detours will be in effect between Lambourne Road and Stoney Run Drive.

Utility installation on South High Street in West Goshen Township will require a lane closure through Thursday, Feb. 11. Crews will be working between Yorktown and Lexington avenues from 9 a.m. to 3 p.m.

Drivers on I-95 between the Delaware state line and the Philadelphia city line will experience lane closures from 9 a.m. to 3 p.m. from Tuesday, Feb. 9, through Wednesday, Feb. 10. Crews are scheduled to work on patching potholes.

Bridge inspections on I-95 between Packer Avenue and Broad Street will also necessitate lane closures. The northbound left lane will be closed on Wednesday, Feb. 10, from 9 a.m. to noon, and the northbound right lane will be closed from noon to 3 p.m. On Thursday, Feb. 11, and Friday, Feb. 12, from 9 a.m. to 3 p.m., the right lane of I-95 south will be closed between Island Avenue and Route 291; On Saturday, Feb. 13, and Sunday, Feb. 14, the right lane will be closed on I-95 south between Island Avenue and Route 291 from 8 a.m. to 4 p.m.

Delco man accused of false tax-return scheme

A Delaware County man was charged by superseding indictment with conspiracy, aggravated identity theft, misuse of Social Security numbers, and aiding or assisting in tax preparation of false federal income tax returns, announced U.S. Attorney Zane David Memeger in a press release.

According to the indictment, Jean Baptiste “Alex “Alvarez, 43, of Aldan, and an accomplice engaged in a scheme to obtain payment through the preparation and filing of false U.S. Individual Income Tax Returns. Alvarez allegedly stole personal identifying information, including names and SSNs of more than 180 individuals, from a health-care facility where he worked, which was not identified in the indictment.

The indictment further alleges that Alvarez sold and distributed the above-described stolen personal identifying information so others could obtain payment of false claims through the filing of fraudulent tax returns using the stolen identities.

If convicted, the defendant faces a mandatory minimum sentence of two years in prison with a maximum possible sentence of 44 years in prison, up to three years of supervised release, a possible fine, and a $1,100 special assessment. The case was investigated by IRS Criminal Investigations and the FBI, the release said.

Meeting to focus on vision for Kennett region

Anyone interested in the Kennett area’s future is urged to attend the first of three public meetings on the Kennett economic development study and implementation plan, which will be held on Thursday, Feb. 11, from 6:30 to 8 p.m.

Those who attend the initial meeting at the Genesis HealthCare building in Kennett Square will get an overview of the study and its concept, and will learn about the team working on it and what they have been tasked to do. Attendees will also hear about information that has already been gathered on demographics, labor and industry, real estate and more, and they will receive an update on what work has been completed to date, according to a press release from Historic Kennett Square.

Todd Poole, the founder of 4ward Planning, and Mark Keener, the director of urban design for the RBA Group, were hired last year by Historic Kennett Square, the Borough of Kennett Square, and Kennett Township to help set priorities for where and how the region grows, the continuation of the borough’s revitalization, and the protection of the area’s natural, rural and historic heritage.

“It’s an opportunity … to introduce the whole concept behind this study,” Poole said in the release, “and for myself and Mark Keener to discuss where do we think we’re heading next and what’s happened so far.”

The second meeting, which will be held in March or April, will allow for public input and participation. Poole said it would offer “an opportunity to invest in the project,” describing the second session as more of a workshop.

A Vision Partnership Program Grant from the Chester County Commissioners, administered by the County Planning Commission, will fund part of the $60,000 study. The remainder is being funded by Kennett Township, Kennett Square Borough, Historic Kennett Square, Genesis HealthCare, and Longwood Gardens.

A task force comprising representatives from the borough, the township, and Historic Kennett Square; Longwood Gardens; the Chester County Planning Commission; and community members was also formed as part of the study.

“Kennett Square is well-positioned to be able to direct positive change right now,” Keener said in the release. “It is a good time to be having this discussion.”

Poole, Keener and their teams have been focusing on seven geographic areas: the State Street corridor; the Cypress Street corridor; Birch Street from Walnut to Broad streets; the area known as Millers Hill, on the eastern border between the borough and the township; the Ways Lane area in Kennett Township; the former NVF property, a nearly 24-acre vacant industrial site in the borough; and the area on the west side of Mill Road in the township.

The Genesis HealthCare Building is located at 101 E. State St. in Kennett Square. The meeting will be held on the garden level, and coffee and dessert will be served. Free parking is available in the parking garage after 5 p.m.
