ChesCo Health Dep’t awarded national accreditation

Chester County commissioners announced today the significant achievement of the County’s Health Department in earning national accreditation from the Public Health Accreditation Board. To earn this accolade, the health department underwent a rigorous, multi-faceted, peer-reviewed assessment process to ensure it met or exceeded a set of public health quality standards and measures.

Chester County Health Department Director Jeanne Casner and Health Department staff were recognized by Chester County Commissioners Michelle Kichline, Kathi Cozzone and Terence Farrell this week for their efforts to gain national public health accreditation.

Chester County Commissioners’ Chair Michelle Kichline said, “The Chester County Health Department has been promoting, protecting and preserving the health of all Chester County residents for more than 50 years, and the leaders and staff within the department excel in clinical, home visiting, environmental and health education services. This national accreditation confirms our intention to continue our health programs and services at the highest level.”

The PHAB national accreditation program is supported by the Centers for Disease Control and Prevention and the Robert Wood Johnson Foundation, and is the national standard for public health in the United States. Its aim is to improve and protect the health of the public by advancing and transforming the quality and performance of governmental public health agencies in the U.S. and abroad.

Commissioner Kathi Cozzone noted, “Every step taken by staff in our health department to go through the PHAB process has helped them to pinpoint the areas that are critical to improving their work for the Chester County community. I thank Health Department Director Jeanne Casner and all of her staff for their commitment to the process – completing it alongside their busy day-to-day responsibilities.”

Chester County’s Health Department plays a critical role in protecting and improving the health of everyone in the community.  The Department provides services that promote healthy behaviors, prevent diseases and injuries, ensure access to safe food, water, healthy homes and life-saving immunizations, as well as prepare for, and respond to health emergencies.

“Chester County has been independently identified as the healthiest county in the state, and every day, staff in the Health Department work with moms and children, seniors in nursing homes, students in schools, restaurants and other food establishments, municipalities and county and state agencies,” said Chester County Commissioner Terence Farrell. “They address issues that have impacted our health for generations, as well as new threats such as Ebola and West Nile Virus, pandemic influenza and misinformation about vaccinations.”

Speaking on the welcome news of the accreditation, Casner said, “Receiving this national recognition is a ‘very important milestone’ that has validated our strengths and identified opportunities for improvement.

“Chester County is proud to have an accredited health department to further demonstrate our commitment to improve service, value and accountability, and to ensure the County remains a great – healthy – place to live, work, raise a family and retire.”

Domenic G. Urbani of Chadds Ford

Domenic G. Urbani, 58, of Chadds Ford, died July 20, at Riddle Memorial Hospital. Born in Philadelphia and raised and educated in Aston, Domenic was a 1978 graduate of Sun Valley High School. He lived in Chadds Ford for the past 28 years.

Domenic was a neon bender and the owner and operator of Urban Neon Inc. since 1992. A business that he started in his garage in Ridley Park and with hard work and dedication, he saw the business grow to a 30,000 sq. ft. building with 28 employees.

Domenic enjoyed music, weekends at his beach house and working on his home. He was a proud and passionate neon bender who was fascinated when seeing the different neon signs while traveling.

He was a family man who was a loving husband, father, brother, and friend who loved hanging out with his 3 boys. He will be missed by all.

He was the son of the late Frank W. Urbani and Dorothy Bryson Urbani and brother of the late Bernadette Urbani (2005). Survivors: His beloved wife of 35 years: Betty Small Urbani; his three loving sons: Domenic, Adam, and Evan Urbani; his siblings: Maria Carson, Dorothy Woerth, Vincent Urbani, Catherine Imburgia, Frances Cardinale, and Guy Urbani; their spouses, nieces, nephews, and cousins. All are invited to a celebration of Domenic’s life which will be held Friday July 26, from noon-4 p.m. at the Mendenhall Inn, 323 Kennett Pike, Mendenhall, PA 19357. Police Log July 24: Thefts, terroristic threats, harassment

Pennsylvania State Police

Police are investigating the theft $300 in cash from an apartment in the 100 block of Wilmington Pike in Concord Township. Police said unknown suspects gained entry by unknown means sometime between 8:45 a.m. on July 19 and 7:40 a.m. on July 20.

A 15-year-old Chadds Ford female was charged with harassment  after she engaged in in a physical altercation with a 38-year-old woman in their shared residence in Painters Crossing. The incident happened on June 26.

Someone stole items from a parked car on Johnson Farm Lane in Concord Township during the overnight hours of June 28-29.

Sometime during the overnight hours of July 3-4, police said, someone stole $50 from a vehicle parked at Stay Bridge Suites on Evergreen Drive in Concord Township.

Police said Eric Hernandez, 39, of Philadelphia, was cited for following too closely after an accident on State Farm Drive in Concord Township on July 4. According to the police report, both vehicles were westbound on State Farm and approached the intersection with Route 202 to turn right. The lead vehicle stopped at the yield sign but Hernandez was unable to stop before striking that vehicle from behind. No injuries were reported.

A 55-year-old woman, unidentified by police, was charged with DUI on July 4 during a patrol check. The incident happened at 12:34 p.m. on Hatton Drive in Concord Township.

Someone stole a license plate from a trailer parked at 1021 West Baltimore Pike in Concord Township sometime between 5 p.m. on July 13 and 6:15 a.m. on July 15.

Southern Chester County Regional Police

Police said Dawne R. Salazar, 49, of Avondale, was charged with terroristic threats, strangulation, simple assault, and harassment, following the investigation into an altercation, during which she reportedly struck the victim several times and grabbed her throat in such a way that she couldn’t breathe. Salazar allegedly threatened to kill her and break every bone in her body, the report said. The incident occurred on May 28 in the 6600 block of Limestone Road, in New Garden Township. There was a delay in reporting the incident but police observed evidence of injuries to the victim and there was a witness to the altercation. Charges were filed on July 1 and the case is pending a preliminary hearing.

Juan Manuel Lara-Rocha, 38, of Avondale, was charged in connection with the Jan. 16 burglary of a residence in the 100 block of Santelli Road, in New Garden Township, a police report said. Entry was gained by removing a window screen and prescription medications were stolen, while the resident was away. Fingerprint evidence was obtained and a comparison matched the fingerprints to Lara-Rocha, who was already incarcerated on unrelated charges, according to the report. He was arrested for the incident on June 28.

Police said Antoinette B. Vaughn, 24, of Wilmington, was arrested and charged with arrest prior to requisition (Fugitive from Justice), following a traffic stop for an equipment violation. The incident occurred June 28 in the 300 block of Chambers Road, in New Garden Township. A records check revealed that she was wanted by Wilmington Police on an outstanding warrant. She was taken into custody, arraigned, and committed to the Chester County Prison, in lieu of posting $10,000 bail, pending extradition proceedings.

Humberto Zurita-Barajas, 26, of Wilmington, was charged with terroristic threats, simple assault, and harassment, following an incident during which he allegedly assaulted a female by forcefully grabbing her neck and face and putting a powdery substance, suspected to be cocaine, on her nose and mouth, police said. The report  also said he then threatened to kill her children. The incident occurred on June 23, in the 200 block of Maple Lane, in New Garden Township. Charges were filed and an arrest warrant was issued. He was arraigned on July 3 and was initially committed to the Chester County Prison. He subsequently posted $5000 cash bail and was released, pending a preliminary hearing.

A police report said Juan M. Zavala-Nunez, 32, of Avondale was arrested and charged with DUI, theft by unlawful taking or disposition, and public drunkenness, following the theft of a bicycle from the 400 block of Buena Vista Drive, in New Garden Township. The incident occurred on June 24 at 10:20 a.m. Police made contact with Zavala-Nunez, in the 200 block of Thompson Road and found him to be intoxicated, the report said. The owner of the bicycle advised police that she had followed the suspect, after he stole the bike, and that he relinquished it to her at a nearby business. Zavala-Nunez was taken into custody and submitted to a chemical test of his breath, resulting in a blood alcohol level of 0.173 percent. He was processed and held for arraignment, after which he was committed to the Chester County Prison in lieu of posting $5,000 bail.
