The honor, presented by the Keystone Emergency Management Association (KEMA) at this year’s Pennsylvania State Annual Emergency Management Conference, is given to county emergency management coordinators who have been recognized by their peers for exemplary performance in carrying out the fundamental principles of the emergency management profession.  Robidoux, who died in 2006, was the longtime director of the Monroe County Office of Emergency Services.

Angel Gillette, KEMA’s eastern area president, said, “Although we are mindful that our emergency management successes are a result of the combined efforts of many, it is my distinct honor and privilege to present Bobby Kagel with this year’s Harry Robidoux Memorial Award.”

Kagel was named Chester County’s deputy director for emergency management in September 2010.  “We are very proud of Bobby’s accomplishments,” said Chester County’s interim director of emergency services, John Haynes.  “Our county commissioners prioritize public safety, and we are honored that one of our own has been recognized as being one of the premier leaders in emergency management within the state of Pennsylvania.”
