Engineer Kestra Kelly reviews some of the changes for a proposed car wash at the former CVS site in the Shoppes at Dilworthtown Crossing.

The folks from Spotless Car Wash made a second appearance before the Birmingham Township Board of Supervisors Monday night. They returned with some modified plans that were requested from the board when Spotless was at the May meeting.

Traffic patterns within the footprint were changed, and some stacking issues were discussed, but nothing was decided. According to Finton McHugh, the attorney representing Spotless, the board still needs to allow for a text amendment allowing for. The car wash in the shopping center and Spotless would still need conditional use approval.

Township solicitor Kristin Camp said the two issues could go forward concurrently.

Supervisors also held a discussion on a possible data center ordinance. The board is considering an ordinance restricting data centers to be in the C2 Zoning District and maybe C2A, and any proposed site must be at least 8 acres in size. Additionally, any applicant would need to get conditional use approval.

The discussion was roundabout, and sometimes the tone was low, but there were questions about water use and noise — especially low and high tones that might have an effect on wildlife and domestic animals. There were also questions about future technology and whether those future changes could render the data center buildings obsolete, and how they would affect things.

Camp said the matter will go back to the township Planning Commission for some final touches, then to the Chester County Planning Department for comments before returning to the board so it can advertise for and then hold a hearing on the matter.
