A 40-year-old man from Concord was the victim of fraud in May. State police said they were contacted on May 17 that an unidentified person claimed to be a member of Bank of America and got access to the victim’s bank account. The unknown suspect then gained access to the victim’s cellphone and made a purchase on the DoorDash account. Police are investigating.
Avondale Barracks
• State police from Avondale are investigating a hit-and-run accident that happened on Unionville Road in East Marlborough Township on June 8. The offending vehicle was traveling north on Unionville when it traveled into the oncoming lane of traffic and sideswiped a southbound vehicle. The offending driver then fled the scene.
• Police said Christian J. Kuhl, 42, of West Chester was cited for following too closely when he struck another car from behind at Lenape Road north of Locust Grove Road on June 5. According to the report, Kuhl was driving north when he struck the other vehicle that was stopped to allow wildlife to cross the road.
• Barbara A. Jones, 71, of West Grove was cited following a two-car crash in East Marlborough Township, police said. The accident happened on Village Lane, just north of Baltimore Pike in East Marlborough Township on May 27. According to the report, Jones was entering the roadway onto Village Lane but failed to clear the intersection and failed to yield the right of way to oncoming traffic and struck another car. No injuries were reported.
• Speed was the cause of a one-car crash on Route 1 in Pennsbury Township on May 24, a police report said. Police identified the driver as Sandel Rodriguez, 25, of Providence, RI. According to the report, Rodriguez was driving north on Baltimore Pike just west of Chandler Road when he lost control, and the car began to spin, struck a guardrail, and then crossed onto the southbound lane. 
Kennett Square Police Department
• Borough police are reminding people that as of June 6, full enforcement of Paul Miller’s Law is in effect. Under the law, drivers may not hold or use a handheld phone or other interactive mobile device while driving, including when stopped at a red light, stop sign, or in traffic. Hands-free technology, such as Bluetooth, voice commands, and mounted devices, remains permitted. Emergency calls to 911 are also allowed. This law was enacted to reduce distracted driving and honor the memory of Paul Miller Jr., who was killed by a distracted driver in 2010.
• Police said Mauricio Landeros-Garcia, 20, of Avondale, was arrested and charged with driving under the influence of alcohol and related traffic offenses after the 2009 Honda he was operating was stopped for the aftermarket window tint applied to all side and rear windows of the vehicle. The incident occurred on May 31, at approximately 10:49 p.m., in the 500 block of W. State Street. Upon making contact with Landeros-Garcia, officers observed indicators suggesting intoxication, and field sobriety tests showed impairment. He was taken into custody for suspicion of DUI and submitted to a chemical test of his breath, resulting in a 0.122 percent blood alcohol level. He was processed and later released pending issuance of a summons.
• According to a police report, Brad Dubicki, 48, of Lincoln University, was arrested for DUI on June 2. The report said a traffic stop was made on E. State Street and that officers saw signs of intoxication. Field sobriety tests showed impairment. He was taken into custody for suspicion of DUI and submitted to a chemical test of his breath, resulting in a blood alcohol level of 0.170 percent. He was processed and later released pending issuance of a summons.
• On May 30, officers were dispatched to the 500 Block of Center Street for damage discovered to vehicle tires. Two of the vehicle’s tires appeared to be punctured. This incident is pending further investigation.
• Borough police were dispatched to the area of E. South Street and S. Walnut Street for an alleged drug transaction that had just occurred. The situation remains under investigation. The incident happened on May 20.
