Rosalie coming to Concord

Rosalie, an Italian restaurant, is eying the Shops at Brinton Lake as a new location. Already in Wayne, Rosalie wants to move into the site of the former Ruby’s Diner.

Concord Council wrapped up a conditional use hearing for the restaurant before the start of its Nov. 1 meeting. At issue was approval for outdoor dining, but there won’t be a decision until Nov. 15.

The primary issue during the Nov. 1 session was parking. Engineer Rick Stratton said there is ample parking based on the restaurant's unique location. It’s in the middle of the shopping center’s parking lot, and calculations for the required number of parking spaces are based on what’s needed for the entire center. He said 924 spaces are needed, but calculations show 991 spaces available. The restaurant would use 72.

Plans for the design are not yet complete and Stratton said the number of seats — both indoor and out — hasn't been determined. He added that Rosalie would still need permits before constructing the outdoor dining area.

It was the second hearing for Rosalie. The hearing last month was for a liquor license transfer, which Council approved unanimously during the regular meeting Tuesday night.
