Police Log Sept. 26: Indecent exposure, theft, drug arrests

A 49-year-old man was arrested for indecent exposure after urinating in the parking lot of state Rep. Stephen Barrar’s office on Sept. 11. State police identified the suspect as Brian Randolph McGovern of Chadds Ford. According to a police report, McGovern drove into the parking lot at 1 Beaver Valley Road, got out of his truck and began to urinate. A 26-year-old woman saw him and told him his actions were inappropriate. McGovern drove away but returned, police said, and walked into Barrar’s office and began screaming and cursing at the victim. He was charged with indecent exposure, open lewdness, harassment and disorderly conduct.

Police said two men, Dwayne Frederick Clifton, of Chester, and Mark Kelly Waters, 49, of Wilmington, were charged with retail theft from the Target in Concordville on Sept. 9. No other details were given.

Southern Chester County Regional Police 

Carmelo Rodriguez, Jr., 23, of Wilmington, was arrested and charged with DUI after police saw and smelled him smoking marijuana, as they followed his vehicle. The incident occurred Aug. 13 at 1:11 a.m., in the 200 block of Laurel Heights Road, in New Garden Township. Police said the cabin of the vehicle was filled with smoke and the odor of marijuana was coming from inside. A subsequent search produced marijuana and related paraphernalia. Field sobriety tests were conducted and showed impairment. He was taken into custody and transported to the hospital, where he consented to a chemical test of his blood, the results of which are pending lab analysis.

Police said Jakier W. Smith, 19, of Newark, was arrested and charged with violations of the Controlled Substance, Drug, Device, and Cosmetic Act and with a traffic offense, after the 2004 Honda he was driving was stopped for an equipment violation. The incident occurred on Aug. 11 at 11:44 p.m., in the 8900 block of Gap Newport Pike, in New Garden Township. After detecting the odor of marijuana emanating from the vehicle, police said they found Smith to be in possession of marijuana and related paraphernalia.

Chandler M. Avery, 25, of Avondale, was arrested on drug charges and with several traffic offenses, after the Honda he was driving was stopped for a registration violation on Aug. 11in the 900 block of Penn Green Road, in New Garden Township, according to a police report. Police said they detected the odor of marijuana emanating from the vehicle and a subsequent search produced several containers and packages containing marijuana, along with related paraphernalia.
