Commission tables Grace proposal

The Chadds Ford Township Planning Commission tabled a decision on a proposal by a property owner to redraw land parcel boundaries to conform with zoning boundaries.

Developer Joe Grace owns three parcels of land in the vicinity of Route 202, Oakland Road and Brinton’s Bridge Road. All three parcels are partly in a PBC, or planned business campus district, and an R-1 residential district.

Two parcels extend from 202 to Oakland Road. About two-thirds of each of those parcels are in the PBC district while the remaining one-third of each, closer two Oakland Road, are in the residential district.

The third parcel runs along Oakland from Brinton’s Bridge. One small portion of that parcel — at Brinton’s Bridge — is in the PBC district. The remaining larger part is zoned residential.

Grace wants to redraw the property lines so that all the parcels conform to the zoning lines and that the two parcels in the PBC district with Route 202 frontage are combined into one lot of 7 acres.

The idea is to then sell that one larger parcel to a commercial developer, possibly for use as a car dealership.

The parcel along Oakland Road would be developed for residential use. One small section of that parcel, however, would remain PBC, but could not be developed because it’s too small.

There had been a proposal for a change the PBC parcel to PBC-1, which would allow for a car dealership by conditional use, but that request was not made. Attorney Mike Dignazio, representing Grace, said it was his understanding that the Delaware County Planning Commission wanted the lot line and zoning change requests made separately.

With Supervisors Samantha Reiner and Frank Murphy attending the Planning Commission meeting, commission Chairman Craig Huffman said he’d prefer that the requests be made concurrently and that plans for both sides be submitted at the same time so “we can see all the pieces of the puzzle.”

Reiner said it makes sense for the lot lines to corm with the zoning.

Dignazio stressed that there are no development plans for the PBC parcels at this time and that any such plans would come from the eventual buyer. Selling that land would provide funds for the residential development, he said.

After further discussion, Grace agreed to grant the commission an extension before making a decision in exchange for a workshop session to discuss and iron out details.
