CF supervisors OK $10K for trail and bridge

Chadds Ford Township supervisors voted 3-0, Wednesday night, to authorize up to $10,000 for permitting and construction of a footbridge and trail across Harvey Run.


The money will come from the township’s Fee in Lieu funds. That money is from developers who pay a fee to the township in lieu of setting aside land for open space and recreation. Tax dollars aren’t involved.


Deborah Reardon, chairman of the Open Space Committee, made the request during the October supervisors’ meeting.


The Harvey Run Trail is a joint venture between the township and the Brandywine Conservancy. It will link the properties from the museum to Turner’s Mill and be 3,625 feet long with two footbridges. Reardon said the township would own one bridge and 1,125 feet of trail. The conservancy would own the other bridge and the remainder of the trail and pay for its section.


Reardon said the cost of supplies for a bridge, a Stringer Bridge, should be no more than $1,000, but said she would like the extra $9,000 to cover the costs of construction, permit fees and maintenance.


She said the trail could be ready by the end of this year or early 2012.


Using Fee in Lieu funds for maintenance may be an issue. Solicitor Hugh Donaghue said that such funds couldn’t be used that way, but thinks applying the funds now is good idea. There is a time limit in which fee in lieu money can be used, he said.


The fund has about $15,000, according to Township manager Joe Barakat.


Other business


Supervisors appointed Bill Mock to the Planning Commission, replacing Keith Klaver.
